Job Summary :
The Assistant Manager, Investigations role provides oversight of investigation services across all internal and external eGaming, Lottery and Casino and Community Gaming Centre operations, ensuring confidentiality and assessing risk / impact and scope of issues that protect core business principles and continually improve organizational efficiency.
This role directly manages employees who conduct investigative work involving eGaming Investigations, lottery retailers, prize payouts, casinos, related offences, player complaints and illegal or unauthorized gaming activities to ensure appropriate reporting and the continuous integrity and security of all Lottery and Casino and CGC activity.
This role involves travel.
Key Accountabilities :
Provides overall leadership of a regionalized department, including measurement and development of departmental goals, and departmental engagement.
Oversees all investigations relating to incidents reported in eGaming Investigations, Lottery Retailers, Prize Payout, Casinos and Community Gaming Centers for completeness, accuracy, ability to withstand public scrutiny and to ensure they meet regulatory requirements.
Oversees intelligence gathering and reporting for criminal investigations related to all eGaming Investigations, Lottery Retailers, Prize Payout, BC Casinos and Community Gaming Centres.
Provides cross functional / departmental monitoring and solutions associated with specialized security investigation work related to the operations of eGaming, Lottery, Casinos and Community Gaming Centers (CGC’s) ensuring a consistent approach aligned with Divisional expectations.
Provides strong people leadership and strategic direction to the department by championing BCLC's vision, mission and values, while ensuring the continual development of the technical and people skills required to meet corporate objectives.
Sets goals and evaluates the performance of team members to help identify competency gaps across the department and address them to achieve strategic initiatives.
Assists with the development of operational budgets and may present business cases for capital expenditures; approves financial expenditures for the department.
Maintains and manages critical relationships with various internal contacts and departments, in addition to various external stakeholders including the player / public, vendors / suppliers, lottery retailers, law enforcement community, service providers / retailers and regulatory and government bodies in order to ensure compliance issues are understood and issues of concern are clarified and corrected.
Minimum Required Qualifications :
Education and Experience
University degree in criminology or other similar industry regulated certification;
Certified as an Anti-Money Laundering Specialist (CAMS) or similar fraud related accreditation;
4-6 years of recent relevant experience in Regulatory field investigations, security or compliance, including 2 years in a leadership role;
Equivalent combination of education and / or experience may be considered.
Knowledge of Criminal Code of Canada, British Columbia Gaming Control Act, British Columbia Gaming Control Regulation, Proceeds of Crime and Terrorist Financing Act (AML / FINTRAC), Internal and External Lottery Policies and Procedures and Regulations, BCLC Casino Standards, Policies and Procedures, BCLC Bingo Standards, Policies and Procedures, Directives and relevant documents;
Knowledge of all aspects of lottery and casino gaming and management functions within the gaming environment in British Columbia;
Excellent written and verbal communication skills, including the ability to relay discrepancies with tact and discretion;
Ability to effectively interview witnesses;
Excellent organizational skills;
Ability to effectively deal with sensitive matters with confidentiality and diplomacy;
Ability to make quick, responsible decisions and react to stressful situations with tact and diplomacy;
Ability to weigh time, revenue and cost implications in making decisions and recommendations;
Technical knowledge of gaming equipment would be an asset.
Required to work shifted hours to provide operational guidance when and where required;
Valid class 5 driver’s license and clean driving record.
