Language : Must speak, read, and write in English Key Responsibilities Reporting to the Major Projects Director, the PMO Director of Standards will be responsible for providing overall governance, leadership, direction and technical expertise in the development, writing and implementation of new rail and existing company standards to support project teams working within the rail division.

Key responsibilities include :

  • Responsible for the strategic development, writing and implementation of assurance processes covering all aspects of rail.
  • Develop, establish and maintain a quality management system within the rail division.
  • Ensuring the checking and verification of standards, procedures and protocols to assure compliance in the various projects by its contractors, with all legal, industry, company standards and railway safety case requirements
  • Working with executive and senior leadership team in the development of, and support the implementation of new methods of working to improve work efficiency and productivity
  • Ensures the effective co-ordination of work task activities with Construction Managers are allocated to the Project’s scopes.
  • Works with and supports the rail team with business development needs as required
  • Undertake self-assessment / audit exercises to identify problem areas / processes to allow continual department improvement.
  • Continually focus on areas of improvement within all area of expertise
  • Identify scope risks’, record in Project Risk Register advising the scopes Project Manager and applicable Project Construction Managers of such risks.
  • Maintain excellent relationships with owner, architect, consultants, subcontractors, public.
  • Ensure Aecon policies and procedures are implemented on projects.
  • Be an ambassador of the company both internally and externally.
  • Ensure compliance with Aecon union obligations.
  • Ensure project profitability, schedule adherence and customer satisfaction.
  • Work with the Project teams in the development and recovery strategies when project schedule or budget are in jeopardy.
  • Work with the discipline heads and technical leads in the development and writing of technical standards and specifications.
  • Ensure the review of standards and procedures is undertaken annually to ensure compliance with external and internal governance.
  • Ensure appropriate usage of administrative procedures (Prolog, CGC, Filing system, etc.).
  • Ensure project safety standards and environmental programs are adhered to at all times.
  • Ensure resolution of all project disputes.
  • Allocate material, human and financial resources to implement organizational policies and programs.
  • Assist project team in establishing the construction plan and engineering methods.
  • Participate in project administration as necessary.
  • Supervise, mentor, coach and train project personnel.
  • Assist in securing new work by participating in estimates, working with subcontractors and / or participating in proposals and presentations.
  • Represent the organization, or delegate representatives to act on behalf of the organization, in negotiations or other official functions.
  • Participate in tender closings.
  • Establish objectives for the organization and formulate or approve policies and programs.
  • Select middle managers, directors or other executive staff; delegate the necessary authority to them and create optimum working conditions. Required Knowledge & Skills
  • Two to three years’ experience in rail operations
  • Two to three years’ experience in construction on rail projects
  • Two to three years’ experience in design build or P3 projects with a value exceeding $2 Billion
  • Experience working in joint ventures with international partners
  • Two to three years’ experience as an Operations Manager on rail projects
  • Previous supervisory experience
  • Two to three years’ experience in advising on rail standards, procedures and protocols
  • Two to three years’ experience developing systems for quality and safety on rail projects
  • Experience and proven ability to write processes and procedures within complex construction projects
  • Thorough knowledge of all aspects of construction, rail operations, quality standards (technology, equipment, methods), industry practices and safety requirements.
  • Excellent communication and interpersonal skills.
  • Team player.
  • Ability to resolve project disputes with no management assistance.
  • Excellent presentation skills.
  • Proficient in Microsoft Outlook, MS Word and Excel.
  • Must be able to speak, read, and write in English

  • Recruit, hire, train, supervise and assign responsibilities to staff and project teams including project managers, superintendents, project coordinators and administrative assistants assigned to project

  • Target Base Salary - $170,000 - $200,000 / year CAD, 37.5 hours / week
