General Information

TransCanada is seeking a Measurement Engineer / Technologist to join our Liquid Pipelines Petroleum Quality and Measurement Engineering team.

We are looking for someone who values working in a team environment and has a sense of pride and ownership in their work.

In this role you will be responsible for the integrity of all measurement equipment within our operating liquids facilities.

Your work will include instrumentation and controls design on measurement systems, integrity planning, problem solving and collaborating with key stakeholders throughout the company such as Leak Detection, Oil Control Centre, Field Operations, Field SCADA and Central SCADA.


  • Lead initiatives related to planning, design, fabrication, construction, commissioning, testing and start-up of measurement facilities;
  • Design, review and stamp measurement I&C documents such as I / O drawings, cable schedules, control narratives, and equipment datasheets.
  • Troubleshoot and solve operational issues relating to instrumentation and controls equipment on measurement systems;
  • Collaborate with various operations groups and project teams to reach fit for purpose design of measurement systems;
  • Participate in factory acceptance testing and site acceptance testing activities - prepare test, commissioning and start-up plans;
  • Define functional and performance requirements for measurement systems;
  • Develop and maintain design standards;
  • Plan for the long-term integrity of measurement assets;
  • Draft and maintain TransCanada Operating Procedures (TOPs);
  • Mentor and provide guidance to junior and intermediate measurement team members;
  • Other projects and initiatives as identified and / or assigned.
  • Qualifications

  • Working knowledge of Prover Systems (Ball and SVP), Tank Gauging Systems, Ultrasonic Flow Meters, PD Meters, Coriolis Meters, Densitometers and Viscometers;
  • Thorough understanding of API MPMS;
  • Strong technical background in measurement automation systems design including PLC / HMI architecture, Flow Computers, telecommunications networks and instrumentation;
  • Proven analytical and problem-solving skills;
  • Excellent communication skills (both verbal and written) with the ability to tailor delivery to suit the audience;
  • Customer service oriented with well-developed sense of urgency and accountability as demonstrated by follow-through and completion of issues;
  • Ability to work and contribute in a team environment while independently managing multiple and competing priorities;
  • Flexible and able to adapt to a changing environment;
  • Self-motivated, drive to learn and able to work independently with internal and external groups, such as third-party engineering firms.
  • Education / Experience

  • Bachelor’s degree in Engineering, Applied Science or equivalent degree as recognized by APEGA;
  • Six or more years of relevant, related work experience;
  • Registered with APEGA as Professional Engineer or Professional Licensee;
  • A combination of 10 of more years of experience and a diploma in Instrumentation Engineering Technology or Industrial Electronics may also be considered;
  • Highly proficient in Microsoft Office suite (Windows, Excel, PowerPoint) and SharePoint;
  • Experience specifying and sizing instrumentation including meters, transmitters, level gauges;
  • Experience with field commissioning;
  • Field and operations engineering experience;
  • PLC / HMI programming experience is considered an asset.
  • This position requires candidates to :
  • Travel to other company locations, consultant and vendor facilities in Canada and the US. As such, the successful candidate will be required to provide applicable documentation to this effect;
  • Have and maintain a valid driver's license;
  • Provide a driver's abstract for review.
