Major Responsibilities :
Reporting to the Manager Infrastructure Planning, the Project Manager will lead and facilitate complex and multidisciplinary planning and engineering studies for transportation infrastructure.
The primary functions associated with this position include, but are not limited to :
Undertakes complex, multidisciplinary planning and engineering studies in the Infrastructure Planning Unit, which is responsible for planning transportation infrastructure through the completion of Environmental Assessments, feasibility studies, preliminary design / constructability assessments.
Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Develops, plans, administers, monitors and coordinates planning and engineering activities, including the preparation and review of Class Environmental Assessments, Individual Environmental Assessments, functional plans, preliminary design and technical reports.
Develops Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP, REOI, and RFI, ongoing liaison between PMMD and program staff, undertaking briefings and site inspections during the proposal stage, evaluation of proposals, recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.
Provides project management and strategic advice for all projects, activities and assignments to deliver Infrastructure Planning projects in a complex municipal environment.
Coordinates inter-divisional programs, including program development, resource allocation, monitoring service standards and delivery levels
Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, individuals, property owners and other stakeholders, as required, on behalf of the City in order to achieve and implement the program and policy objectives
Allocates Capital budget funds, develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.
Provide client management services for Infrastructure Planning projects being delivered by internal and external parties.
Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support capital works delivery while addressing political, community, business and other stakeholder interests.
Reviews, produces and comments on draft materials. Negotiates and coordinates with both internal and external stakeholders on and outside of project technical advisory committees.
Ensures work is undertaken in a manner that meets requirements under the Environmental Assessment Act and other legislation including, among others, the Highway Traffic Act, Ontario Water Resources Act, Clean Water Act, Environmental Protection Act, regulations, other applicable policies, technical standards and guidelines.
Reviews and produces comments on draft materials and circulates for input from appropriate City staff and stakeholders.
Leads consultation programs for transportation infrastructure planning projects, including managing the development of outreach activities (written, electronic, web-
based, and others), organizing information centers, workshops and chairing public meetings and meetings with other stakeholders, including technical advisory committees, government agencies, property owners, community associations and Aboriginal communities.
Reviews, tracks and evaluates consultants and / or contractors' progress and performance as it relates to the delivery of assigned capital projects to ensure quality assurance / quality control and adherence to schedule, budget and project scope
Applies the project management body of knowledge (e.g. Project Management Institute) to the planning and execution of assigned capital projects.
Manages time, budget and scope to ensure successful project execution.
Obtains and / or meets environmental, planning and other approvals / requirements, using both consultant and / or in-house resources.
Prepares staff reports and correspondence for a variety of audiences and makes presentations to senior division staff, elected officials and the public;
considers implementation challenges and financial implications to the City.
Represents the Transportation Division at meetings with Community Councils, standing committees, elected officials and staff of other sections, divisions, agencies, community and special interest groups, citizens and consultants, as well as some media liaison.
Leads, develops and implements detailed plans and recommends policies regarding program specific requirements.
Supervises the day to day operation of staff including the scheduling, assigning and reviewing of work.
Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Develops responses to information and action requests from members of Council including preparing Council reports and briefing materials, as required.
Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures
Key Qualifications :
Extensive experience managing / leading complex multidisciplinary projects in Transportation Planning or Engineering, Infrastructure Planning or Design, or Environmental Assessments.
Considerable experience in a project management leadership role delivering projects, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
Postsecondary education in planning, civil engineering, environmental studies, project management with relevant experience or a discipline pertinent to the job function combined with relevant experience, or an equivalent combination of education and experience.
Ability to effectively represent the Division and to maintain relations and work with community and special interest groups, the general public, elected officials, internal and external clients and consultants.
Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.
Knowledge of transportation engineering and planning principles, standards, designs, guidelines, and applications in an urban multimodal environment.
Knowledge of the Environmental Assessment Act and the Municipal Class Environmental Assessment process
Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity
Excellent communication skills, both verbally and in writing, with the ability to deal with community groups and citizens in a congenial, service oriented manner.
Proficiency in Microsoft Office
Knowledge of various legislation related to the field, including the Occupational Health and Safety Act.
