Our government client is seeking a bilingual Policy Advisor who meets the following criteria.

Qualifications

1) Provide varied strategic complex procurement policy advice in both official languages to senior procurement officials.

This must be from a recognized procurement policy area within the organization. This is not procurement advice provided by a procurement generalist interpreting procurement advice developed by a senior procurement policy analyst.

This is the ability to provide varied complex strategic procurement policy advice by a senior procurement policy analyst.

2) Provide analysis and interpretation of procurement policy options, including the development of procurement policy positions.

3) Must have experience and knowledge in developing complex procurement policies and procedures in accordance with Federal Government laws, policies and guidance documents for use by the procurement community.

Must be able to autonomously develop required policy changes to the Supply Manual(SM) for areas identified as needing changes.

4) Coordinate the work of various Acquisition policy team members and procurement areas where needed. 5) Must have good knowledge of the plain language terminology used in the SM, the Departmental Standard Procurement templates and the SACC Manual of PWGSC.

Must have been directly involved in the development of new SACC clauses as well as experience in the review of such clauses with the associated knowledge of the plain language standard procurement terminology used.

6) Must have knowledge and experience dealing with the TBS area responsible for procurement policies. Supplemental Required Skills- must be demonstrated Knowledge required :

  • Must have a university degree
  • Must have detailed knowledge of the PWGSC Supply Manual, SACC Manual, legislation, policies and practices related to federal government procurement
  • Experience : In addition to the minimum experience required by the classification and level of expertise, the potential candidates must also demonstrate experience in the following :

  • Minimum of five (5) years of relevant experience is required. At least 5 years in a recognized Procurement Policy area within the organization in the last 10 years.
