    The National Research Council operates labs and research facilities across the country, each with its own unique challenges related to health, safety and environmental management.

    NRC is involved with innovative research in transportation, engineering, life and medical sciences, and emerging technologies in computer science, electronics, astronomy and nanotechnology.

    Each area presents a wide and exciting variety of health, safety and environment related aspects ranging from worker health and protection, to animal safety, biosafety, radiation safety, hazardous materials management, noise and air emissions, waste waters, species at risk, and the list goes on.

    NRC’s Health, Safety and Environment Branch (HSE) proactively establishes, promotes and implements best practices in health, safety and environmental management.

    The HSE Branch provides enabling and support services to NRC’s Research & Development activities, assuring the health and safety of our employees, our neighbouring communities and our environment.

    The HSE Branch Support Services unit provides comprehensive services of finance, project management, communications and document control to augment the efficiency of Branch operations.

    These activities in turn ensure the Branch positions the NRC to respond efficiently to applicable federal, provincial and municipal regulatory bodies.

    As the HSE Document Control Officer, you will support the rigorous and effective management of the NRC’s information and data holdings relating to Health, Safety and Environment programs.

    In this role you will develop and document information management practices for the Branch while leveraging frameworks and tools delivered through the Knowledge, Information and Technology Services (KITS) enterprise information management program.

    To be successful in this role, you will be a self-starter who is a change management catalyst focused on the ultimate goal of ensuring that NRC-wide HSE regulatory requirements are met through thorough records, tools implementation, streamlined processes, training, guidance and advice to HSE managers and employees.

    You will continuously improve the HSE teams by auditing and coaching for improvement.

    Screening Criteria

    Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates :


    Post-secondary diploma in administration or discipline relevant to the position combined with Information Management training or certification.

  • Recent and significant* experience in the delivery of client-focused information management, using electronic document and records management (EDRM) solutions, collaboration platforms, and-or other solutions used to support IM practices.
  • Recent experience defining, scoping and management of small projects.
  • Experience mapping business processes in the context of documentation and records management, ideally in a Health Safety and Environment context.
  • Significant* experience developing, implementing and delivering training / information / coaching sessions.
  • Significant experience is defined as more than 2 years of experience.
  • Recent experience is defined as experience gained within the last 4 years.

    Candidates will be assessed on the basis of the following criteria :

    Technical Competencies

  • Knowledge of the principles, practices and methods of information management and records management.
  • Ability to manage and instill change by engaging clients, dealing with resistance and resolving conflicts coupled with advanced verbal and written skills in both English and French to develop and deliver training / information / coaching sessions.
  • Understanding of Government of Canada processes for access to information and privacy protection.
  • Understanding of auditing methodologies for compliance.
  • Knowledge of principles and practice of project management.
  • Knowledge of Health Safety and Environment (HSE) business program activities may be considered an asset.
