Reporting to the VP Estimating & PMO, the General Manager EPC, Special Projects will be responsible for managing and coordinating efforts, for select EPC (Engineer / Procure / Construct) pursuits and EPC awarded projects, through the project lifecycle.
Shares accountability for the overall financial performance of executed projects.
Manages procurement of EPC Subcontractor Services and Equipment.
Supports the transition of projects from the Development stage to execution and collaborates with the Engineering, Design, Operations and Project Finance functions.
Works with Operations team(s) who are responsible for executing EPC Contracts where procurement of EPC Contract work / procurement of equipment is integrated at a project or portfolio of projects.
Performs oral and / or written communications with client leadership.
Collaborates with executive team and functional teams to determine project metrics, performance, and goals, taking into consideration evaluated costs and lessons learned from past projects with application to new Request For Proposals (RFP) and contract documents.
Makes and / or supports business decisions including risk and decision assessment through analysis, schedules, cost, and performance in context of project goals and metrics and the overall goals of the company.
Incorporates / complies with Aecon’s risk management policies and procedures.
Manages contract negotiations leading to a recommendation of award.
Collaborates externally with our client, utility Owners, agencies, Design Consultants, vendors, etc. as appropriate.
Prepares written and verbal reports of project procurement progress and activities.
Oversees the evolution of any NDA’s, Join Venture Agreements, Partnerships, Subcontract Agreements, conceptual design, indicative pricing, contract terms, third-party approvals, Commercial format, project schedule, etc. as appropriate.
Oversees the scheduling, chairing, minutes, and action logging of progress meetings.
Oversees progress billing and Scope Change administration through to execution phase.
Oversees implementation document control processes to best practices.
Provides / coordinates technical support as required.
Drives innovative and low-cost construction design methodology, while maintaining safety and quality.
For EPC opportunities, assists with Prequalification, Request For Quote’s (RFQ) and Request For Information (RFI) submissions as required.
Drives positive relationships with all internal / external stakeholders.
Ensures the protection of all forms of proprietary information.
Supports the development and compilation of response data for EPC based RFP.
Promotes project profitability, schedule adherence and customer satisfaction.
Coordinates recovery strategies when project schedule or budget are in jeopardy.
Ensures that all activity is consistent with corporate and divisional strategic plans, business plans, policies, and procedures.
Monitors market activity and identifies new opportunities.
Required Knowledge and Experience.
University Degree electrical engineering preferred.
Professional designation an asset (P.Eng.).
5 to 10 years’ experience in leading EPC pursuits / execution / testing-commissioning / handover, with solid technical project management expertise and understanding of regulatory requirements in electrical / high voltage / renewable energy sectors.
Proficient in reading and comprehending contract documents (language and terms), including diverse commercial formats with experience in managing key contractual risks.
Some knowledge and experience with energy modeling / understanding of affiliated electrical systems is preferred.
Procurement experience with design, construction, and related services.
Strong problem solving and creative skills with an ability to exercise sound judgment and make decisions based on accurate and timely analysis.
Strong ability to negotiate / influence.
Demonstrated leadership competencies with ability to mentor Project Managers and teams.
Ability to guide designs for optimal constructability and economics.
Knowledge of associated Trades labour agreements / working rules / crafts.
Strong knowledge of job cost fundamentals and accounting / reporting.
Self-motivated with excellent organizational skills.
Strong computer skills including MS Office Suite and Project Management software.
Excellent communication skills oral and written.
Ability to work accurately, effectively under pressure and with others as a team.
Adaptable to flexible work schedule when required to meet deadlines.
G’ License is required; must have access to personal vehicle and ability to travel as required.
