Project Summary :

The Community Violence Prevention (CVP) activity in Jamaica aims to support communities, parents and families to prevent youth violence and develop pathway programs for youth at risk of violence.

It intends to achieve this by working with communities and strengthening the ability and authority of targeted families to maintain discipline and reinforce prosocial conduct among their children and supporting desistance programs that will keep youth out of violent and criminal lifestyles.

Position Summary :

Creative Associates seeks a Crime Prevention Team Lead for an anticipated donor-funded project in Jamaica. In conjunction with the Chief Technical Leads, and under the guidance of the Chief of Party, the Crime Prevention Team Lead provides strategic direction and technical oversight of Jamaica CVP’s strategy.

S / he will identify and engage with strategic partners in the public sector, private sector, communities, Non-Governmental Organizations (NGOs), Faith Based Organizations (FBOs), Community Based Organizations and development partners to identify opportunities to conceptualize and develop initiatives that will support the implementation of the strategy.

Working with the Technical Leads, the Monitoring & Evaluation (M&E) Specialist and the Grants and Partnerships Manager, the Team Lead ensures that technical interventions meet established performance targets and that grantees / consultants are adhering to the terms and conditions to meet stated objectives.

An important part of the role will also be ensuring synergy and collaboration between the Jamaica CVP program and ongoing and new violence prevention initiatives in the target communities.

Reporting & Supervision :

The Crime Prevention Team Lead will report to the Chief of Party.

Primary Responsibilities :

  • Work with Jamaican and international stakeholders, such as FBOs, Civil Society Organizations, government, private sector and development partners, to identify opportunities to support the establishment and strengthening of family support networks;
  • Ensure that program activities are aligned with achieving overall program objectives; and
  • Report on program activities to support M&E reporting requirements.
  • Required Skills & Qualifications :

  • Relevant Master’s degree and at least 10 years’ overall experience, or a relevant bachelor’s degree with more than 15 years’ experience.
  • A minimum of five (5) years’ experience working in the area of crime and violence prevention;
  • Understanding of the Jamaican context pertaining to youth crime prevention;
  • Experience in capacity-building of local staff and partners;
  • Experience liaising with host government partners, community representatives, private sector, development partners and other key stakeholders;
  • Experience applying a participatory approach working with citizen security initiatives, community-based and faith-based organizations, and NGOs;
  • Experience in designing and implementing youth crime prevention, youth development, and / or family centered approaches to strengthen youth and family resilience and protective factors;
  • Experience working in dynamic inner-city communities and an understanding of the social-cultural issues and nuances of working in such communities;
  • Familiarity with international donor regulations and procedures, with prior experience on a USAID program preferred;
  • Strong background in monitoring and evaluation requirements of development programs;
  • Excellent interpersonal communication skills; and
  • Spoken and written fluency in English.
