Job Summary :

The Manager, Youth Initiatives is responsible for leading the design and implementation of the youth programs and activities as part of PQCHC’s Community Development Services department.

The successful candidate will be responsible for overseeing the Pathways to Education programs, in addition to other youth programs in their portfolio.

The Manager, Youth Initiatives is responsible for demonstrating program outcomes and impact, human resource management, financial management, program and proposal development, outreach, and issues management.

This includes implementing a comprehensive program plan and evaluation strategy, providing leadership, direction, and change management to a multidisciplinary team, building and maintaining partnerships with local schools and school boards, Community houses, community leaders, and partner organizations.

Job Specific Responsibilities :

Program Delivery

  • Responsible for program outcomes aligned with program description, contract, and funder requirements
  • Ensures the exchange of student information with local school boards allowing monitoring of student outcomes, for the Pathways to Education Ottawa program
  • Responsible for continuous program improvement, program excellence, achievement and the measurement of positive student and family outcomes
  • Partnership and Collaboration

  • Develops and maintains both formal and informal partnerships with levels of government, corporations, community organizations and post-secondary institutions to support the implementation various youth intiatives;
  • Develops and maintains formal partnership agreements, including data sharing agreements, with local schools and school boards and renews these agreements on an annual basis;
  • Convenes regular meetings of the Pathways Advisory meeting to keep them informed of significant program or environmental changes and to seek their guidance, as required; and
  • Participates in local networks and coalitions to contribute to communities of practice and collaborative efforts;
  • Provide leadership and direction in the development and implementation of collaborative projects aimed at closing the educational achievement gap across the city.
  • Fundraising and Financial Management

  • Develops the annual program budget in accordance budget guidelines specific to each Funder / Partner.
  • Researches and identifies alternative funding sources and prepares and submits proposals for direct to site funding;
  • Monitors the budget and makes adjustments as needed, to ensure funds are spent appropriately and that program costs stay within allowable amounts;
  • Prepares financial reports for funders, ensuring accountability of funds received; and
  • Participates in meetings, presentations and fundraising activities aimed at securing and maintaining funding for youth programs.
  • Human Resource Management

  • Oversees the hiring, orientation and supervision of all program staff, and ensures that staff have access to the training and support they need to be effective and to meet the expectations of their roles;
  • Ensures that appropriate mechanisms are in place for the recruitment, screening, training and supervision of program volunteers;
  • Convenes regular team meetings to ensure there is strong communication and a high level of collaboration and teamwork among staff members; and
  • Monitors program trends to ensure that staffing levels and staffing structures are appropriate and adjusts as required.
  • Organizational Leadership

  • Contribute to the leadership of the organization through active participation on PQCHC’s Leadership and Management committees and through involvement on PQCHC’s cross-team committees;
  • Participate in the national Pathways to Education network by attending Program Director meetings and conference calls, and by contributing to the work of this network including knowledge mobilization, research on best practices, national policy development, and professional development;
  • Support program advocacy by identifying key program gaps and systemic issues and working with staff and Funders or Partners to develop and implement strategies to address these at both the local and national level; and
  • Seek out opportunities for professional growth and development.
  • Qualifications : Education

    Education

  • Master’s level degree from a recognized university in a social science or administration or a Baccalaureate degree and three to five years management experience.
  • Professional Experience

  • Five years of experience with progressive responsibility in a community-based organization.
  • Three to five years of experience in community development, education, social work, youth employment, youth programming, research and evaluation, singularly or in combination.
  • Key Competencies

  • Proficiency in program development, delivery and evaluation, preferably in a community-based setting.
  • Demonstrated ability to supervise and direct staff.
  • Demonstrated ability to work effectively in a multi-disciplinary team environment
  • Leadership, project management and decision-making skills
  • Knowledge and experience with best practices related to quality improvement (LEAN / SIX SIGMA desirable)
  • Personal Suitability / Other Requirements

  • Excellent communication and interpersonal skills.
  • Fluency in English essential, other languages desirable.
  • Valid drivers’ license and access to a vehicle required.
  • Proficiency in computer skills.
