THE OPPORTUNITY

As a member of the technical staff team of the International Public Sector Accounting Standards Board, you will support our global mission and lead key projects and initiatives to fulfill the IPSASB’s strategic commitments.

You will work closely with volunteer board and task force members in developing standard-setting solutions to complex and emerging public sector issues, and support the senior technical team members in managing, and delivering on, the IPSASB’s work program.

Public sector entities are increasingly adopting International Public Sector Accounting Standards (IPSAS) as part of wider public financial management reforms (PFM) recognizing that high quality international accounting standards designed for the public sector are a valuable resource.

During this dynamic time, you can help to shape the future of global public sector accounting by working to deliver on the challenging projects on the IPSASB work program.

The current work program includes topics that relate to serious issues facing governments today.

The IPSASB focuses on strengthening public financial management globally through increasing adoption of accrual- based IPSAS in two areas of activity, both with a public interest focus :

  • Developing and maintaining IPSAS and other high-quality financial reporting guidance for the public sector; and
  • Raising awareness of IPSAS and the benefits of accrual adoption.
  • Your ability to operate effectively in this role will be predicated by your ability to keep up to date on the latest developments related to technical accounting and public financial management, while using your extensive interpersonal and communication skills to manage and deliver the challenging projects on the work program.

    ESSENTIAL DUTIES & RESPONSIBILITIES :

    Essential duties and responsibilities include those that are set out below. Other duties may be assigned to meet business needs.

  • Manage the progression of public sector accounting projects as directed by the IPSASB and the Program and Technical Director.
  • Conduct project research, including liaising with national standard setters and IFAC member bodies and associates around the world.

    Develop agenda papers, including consultation papers, exposure drafts and proposed IPSAS, for the consideration of the IPSASB and / or taskforces or other groups, such as the IPSASB Consultative Advisory Group.

    Evaluate constituent responses to consultation papers and exposure drafts and incorporate comments raised, with the objective of progressing the IPSASB project.

    Manage the effective operation of taskforces with the objective of incorporating taskforce member expertise, while progressing projects.

    Present agenda papers at public IPSASB meetings and other meetings as appropriate, participate in discussions and record decisions and follow up items.

  • Support governance arrangements, including arranging meetings, agenda management and liaising with members.
  • Provide administrative support to the IPSASB, including the IPSASB Chair and taskforces.
  • Contribute to the organization and efficient operation of the IPSASB meetings and related promotional activities.
  • Make presentations on the IPSASB’s activities and / or projects at seminars and conferences and assist the IPSASB members with their presentations.
  • PREFERRED BACKGROUND & EXPERIENCE

    The ideal candidate will have :

  • A professional accounting qualification or an equivalent recognized qualification.
  • Excellent oral and written communication skills. Fluency in written and spoken English is critical to the role, and knowledge of another language is highly desirable.
  • Demonstrated experience and ability to manage complex projects.
  • Excellent knowledge of technical accounting and / or complex accounting issues. Public sector experience is desirable, including the preparation of public sector financial reports or the audit of public sector entities.
  • In-depth knowledge of IPSAS and / or International Financial Reporting Standards (IFRSs) would be an asset.

  • Prior standard-setting experience a plus.

  • This position traditionally requires international travel, in some cases up to 15-25 days per year.

    The position will be in the Toronto office of IFAC but will be remote until the office reopens.
