If your answer is yes, then we are looking for you to be part of this inventory of potential candidates to fill current and potential Compensation Specialist vacancies at the AS-

02 and AS-03 group and levels within Public Services and Procurement Canada (PSPC).

Duties

If you have great attention to detail, a personality that is focused on collaboration and teamwork and are client-service oriented, this type of work is for you! You could join a team of professionals engaged in making a positive contribution in the Federal Public Service.

Responsible for processing pay transactions and resolving employee pay issues, a Compensation Advisor (these positions are classified at the AS-

02 group and level) is an adaptable and dedicated expert who uses their knowledge and skills in a fast paced environment.

The compensation advisors will conduct extensive and complex research in order to analyze, provide recommendations and process a wide variety of compensation and benefits transactions, while maintaining the integrity of data in the compensation system (Phoenix).

The Coach (this position is classified at the AS-03 group and level) is a seasoned compensation professional who acts as a mentor to trainees, compensation advisors, management and other key stakeholders.

They provide guidance, advice and offer peer verification while ensuring quality and compliance with compensation legislation, policies, and processes.

They also play a key role in knowledge transfer while providing training support.

Work environment

The Government of Canada’s Pay Centre and Pay Satellite Offices deliver pay services and resolve pay issues for employees of 46 of the 99 federal departments and agencies.

We handle all aspects of pay and compensation for indeterminate, casual, term and student employees. This includes :

  • leave without pay
  • leave with income averaging
  • pre-retirement transition
  • termination
  • Some of our most common pay services include :

  • tracking your extra-duty pay
  • helping you use compensation web applications to access the Phoenix pay system
  • helping affected employees with their pay during workforce adjustment periods
  • With the current challenges that PSPC is facing in resolving public service pay problems, our organization maintains a strong focus on delivering results within a challenging and fast paced environment.

    We continuously rely on the hard work and dedication of our team to ensure employees are paid in a timely manner and all efforts are made to resolve public servant’s pay issues more quickly.

    With offices in various locations across Canada, our Compensation specialists play an integral role in the delivery of high quality client service in the ongoing efforts to provide quality and timely service for employees.

    Compensation specialists recruited through this process are eligible for the Compensation Advisor Retention Allowance of $2,500 in addition to their base salary.

    As well, to ensure the recruitment and retention of highly qualified individuals, an incentive package is also available.

    The package includes 3 elements :

  • $4,000 one-time payment;
  • temporary increase in the overtime rate from time and a half to double time; and
  • temporary removal of the restrictions on how much unused compensatory and
  • vacation leave can be carried over before being automatically paid out.

    Intent of the process

    We are currently seeking to hire experienced Compensation Advisors and Coaches who can immediately contribute to providing pay services.

    For former compensation specialists who have left the federal public service, casual work terms or specified period appointments will be offered to selected individuals.

    Experienced compensation specialists who are currently within the federal public service may be recruited using the following staffing mechanisms : Assignment or Secondment, Deployment, Term Appointment, or Acting Appointment.

    Please note that an assignment or secondment requires approval of your manager.

    You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed.

    A secondary school diploma or an acceptable combination of education, training and experience.

    The following may be applied / assessed at a later date (may be needed for the job)

    Experience in providing service to clients (e.g. through volunteer activities and / or work opportunities).

    Experience in using the following computer software : word processing, spreadsheets, internet navigation, e-mail.

    Experience in the provision of compensation services within the Federal Public Service.

    Experience in the application of compensation and benefits acts, regulations, rules and procedures.

    Experience of computer systems in use in the Compensation and Benefits area such as PeopleSoft, the Regional Pay System (RPS) or Phoenix.

    Experience in leading and engaging groups in meetings or discussions.

    Experience in delivering training.

    Experience in delivering compensation training.

    Experience in providing advice and guidance to Compensation Advisors and / or Compensation Advisor Trainees on the application of compensation related acts and regulations

    Experience in processing pay in Phoenix as a major function for an approximate period of four months

    Experience in providing advice and recommendations on complex program issues.

    Experience in mentoring or coaching employees.
