JOB SUMMARY :
Reporting to the Senior Director, Business Initiatives and Support Services (BISS), as part of VCH Facilities Maintenance and Operations (FMO) and the designated Community of Care (CoC) leadership teams, the Senior Manager, Capital Construction Projects is responsible for leading and managing the development and implementation of FMO approved major infrastructure and construction projects for Vancouver Coastal Health (VCH), including project construction management, project construction budgets oversight and dispute resolution.
The Senior Manager oversees project planning with CoC leadership, ensuring continuity of client care, and minimizing any impact to programs and services for the duration of each project.
The Senior Manager directs numerous contractors, consultants and assigned FMO staff working on various stages of major construction projects, ensuring project plans are implemented according to approved plans, budget, timelines and client care.
Liaises with, negotiates and facilitates consensus with all internal and external stakeholders and leadership on issues related to facilities planning and construction and / or priority setting, within limits as established by the Senior Executive Team.
On behalf of the health authority, the Senior Manager works in collaboration with Lower Mainland Facilities Planning (LMFM) on all capital projects that have impact to VCH sites, ensuring efficient and effective integration of new and existing systems, processes and infrastructure.
QUALIFICATIONS : Qualifications
Bachelor’s Degree in architecture or engineering, related Trades Qualification, or other related construction or building technology field supplemented by seven (7) to nine (9) years' recent, related progressive leadership experience in managing design, construction and operations matters and larger capital project management experience within a complex healthcare environment or an equivalent combination of education, training and experience.
Knowledge, Skills and Abilities
Comprehensive knowledge of capital renovation processes and approval systems in health-care.
Demonstrated knowledge of applicable by-laws, codes and regulations.
Demonstrated ability to direct large groups of external consultants, architects and contractors.
Demonstrated ability to effectively communicate with all levels of management.
Demonstrated ability to effectively negotiate and facilitate consensus with various external stakeholders on behalf of the organization.
