START DATE : STATUS : REPORTS TO : DEPARTMENT : LOCATION : POSITION SUMMARY : MAJOR RESPONSIBILITIES : Contributes to the development of the Toronto Central LHIN’s HR Strategy by providing input into the development and delivery of HR programs including organizational structure, labour and employee relations, recruitment, performance management, total compensation, succession planning, payroll and benefits and reviews performance indicators to ensure programs are effective.
Develops and oversees the annual work plan for the HR Department, which aligns to the overall HR Strategy. This includes ongoing monitoring of performance indicators and routine progress reporting to ensure accountabilities for the department are met.
Oversees the development of HR policies and processes, which reflect best practices and support the diversity our workforce.
It will involve working effectively with senior leadership and stakeholders including bargaining agents to identify opportunities to continuously improve the ways that HR supports the organization and its employees.
Leads and participates with a team of HR Business Partners in the provision of strategic advice and support to the organization to ensure the resolution of the organization's most complex and high-
risk people / talent issues. Leads labour relations for two unions representing approximately 550 employees. This includes building productive and respectful relations with union partners in the course of leading collective bargaining, labour-
management committees, grievance and arbitration management, pay equity as well as other complex labour relations issues.
Is responsible for the organization’s approach to Occupational Health and Safety, wellness, attendance and disability management.
Ensures that effective frameworks are in place to maximize attendance at work as well as reduce all foreseeable risk to employees and ensure legislative compliance.
Partnering with internal stakeholders (including union partners and the JOHSC) to contribute to the development of a strong safety culture at the Toronto Central LHIN.
Oversees the budget for the HR Department including input into the annual budget development as well as monitoring and approving expenditures ensuring that submissions are appropriate, complete and fall within the LHINs expenditure framework.
Develop and implement a talent management strategy including recruitment and succession planning that is aligned to the Toronto Central LHIN’s strategies on learning and development and ensures the appropriate pipeline of talent to support the organization’s HR Strategy and supporting workforce plan.
Lead the payroll and benefits administration functions; ensuring timely, accurate payroll and benefits administration that meet the needs of the workforce.
Ensures the appropriate maintenance and security of HR employee records, including the integrity of Protects the LHIN from potential litigation by monitoring and ensuring that all human resources, payroll and occupational health and safety policies and practices are in compliance with applicable legislation and appropriate risk management strategies are in place.
POSITION REQUIREMENTS : Education : Experience : Minimum 8 years of professional experience (or equivalent) in a unionized environment with a significant proportion of this experience at the management level.
Experience in program leadership relating to people, strategy, financial and resource utilization. Experience providing advice and support to senior leadership in an organization Demonstrated experience partnering with senior leaders in the organization in the development and implementation of complex Human Resources strategy.
Travel and flexible work schedule is required as all board and committee meetings occur after regular business hours. In-
depth development knowledge of organizational and HR, OD leading practices, compensation, recruitment payroll and benefits and employee relations policies, processes and evaluation tools.
Knowledge of Ontario health sector and workforce trends within this sector an asset. Demonstrated knowledge of technical and legislative issues related to HR and Labour Relations, as well as collective bargaining.
Well-developed knowledge of benchmarking tools to evaluate HR programs and services. Knowledge of business cycles, budget planning, resource allocation, financial monitoring and organizing skills to support staff.
Demonstrated excellent communication, interpersonal and organizational skills with superior conflict resolution and negotiation capabilities.
Knowledge of HRIS resources and tools used in payroll, recruitment and HR information management (e.g., ADP, Quadrant, MS Office Suite, Workopolis, etc.
