Services Required :
The scope of consulting services is provision of a Change Management Lead to support all project streams within the MHSU Enablement Program.
The scope of work includes participation in projects’ business case development, stakeholder analysis, communication strategy development, and other change management related activities through to project close.
The project deliverables are as follows (note that deliverable time-frames will be agreed upon as part of the initiation activities as directed by the Program Manager) :
Identify stakeholders; plan, execute and distribute communications and other related project information
Manage stakeholders’ expectations. Identify relationships, connections and collaboration points between internal and external stakeholders
Conduct and document change impact assessment to the different business areas, and define a comprehensive plan to ameliorate the impact of the changes on the users.
Prioritize and progressively elaborate stakeholder and solution requirements and acceptance criteria in order to enable the project team to implement a solution that will meet the needs of the sponsoring organization and stakeholders
Work with the MHSU Enablement Program Manager on planning and scoping multiple inter-related initiatives and help senior-
level business stakeholders of making informed decisions about prioritizing these initiatives
Assess proposed solutions to determine which solution best fits the business needs
Identify gaps and shortcomings in proposed solutions from a user perspective, and determine necessary workarounds or changes to the solution
Assist with usability and solution acceptance testing to ensure agreed upon requirements are properly supported by the delivered solution, and conduct process risk assessment to ensure proper solution adoption by the user community
Assist with facilitating solution evaluation, option selection processes as part of business case development phase
Develop a set of actionable and targeted change management plans and lead the execution of those plans
Create and manage measurement systems to track adoption, utilization and proficiency of individual changes
Identify resistance and performance gaps, and work to develop and implement corrective actions
Inform and / or produce project communications plan
Create and enable reinforcement mechanisms for celebrating successes
Work with project teams to integrate change management activities into the overall project plan
Define training needs for each user group and manage the delivery of the required training within the program framework
Specific Qualifications or Experience Required :
We request explicit project references to support the skills and capabilities of the proponents.
The successful proponent shall :
Have Eight (8) years of extensive experience in change management and business process transformation, demonstrable track record of success in providing change management and project delivery services in complex environments
Have demonstrated successful change management experience with one or more BC Health Authority including extensive experience working with physicians and clinicians ( must have )
Have demonstrated a successful track record in leading change management activities for specialized technology implementation projects with various stakeholder groups
Have exceptional negotiation and people skills required to effectively move an organization through a significant period of change
Possess exceptional facilitation skills at the Senior Management and other organizational levels
Possess exceptional oral and written communication, and presentation skills
It is an asset if the proponent has experience with workflow diagramming, use case analysis, and process mapping
It is an asset if the proponent has PROSCI or other change management certification
Have a University Degree or equivalent College / Institute Diploma is preferred
