Responsible for planning, designing, tendering and contract administration of minor capital projects. Projects include, but not limited to construction, rehabilitation and / or upgrade of watermain, sewer, storm water management ponds, pumping stations under tight timelines (typically less than a year from inception to commissioning).
Supervises, reviews and directs the work of staff and engineering consultants and engages consultants / contractors in preparation and implementation of design and associated contracts, ensuring prompt completion of the work in a rapid paced operational environment.
Manages and provides leadership in project development from program / project inception to assessing funding, schedule, and in the development of project scope, defining project deliverables coupled with providing technical expertise and oversight of projects involving all types of water, wastewater and stormwater infrastructure and associated restoration (linear and vertical).
Responsible for project management of ongoing city-wide operational minor capital programs, special projects, engineering proposals, minor capital program, best practices and other program development and new initiatives.
Identifies, evaluates and provides technical expertise and recommendations for the resolution of contract issues, required property acquisition, environmental and risk management and public health and safety in compliance with the city policies and by-laws
Works closely with Procurement staff to develop and implement optimal procurement processes, ensuring agile project development and delivery in an ever changing and demanding environment, including preparation of Rosters to expedite the procurement process, in compliance with the Procurement policy.
Participates in the preparation of capital and operational budgets related to assigned projects and minor capital program and ensures project expenditures are controlled and maintained within approved budget limitations and secures permits and approvals as required from external agencies.
Assesses staffing and services needs, participates in the recruitment process and prepares recommendations on the selection of staff.
Advises on drawings and specifications prepared by staff, contractors and consultants.
Prepares Committee and Council reports, presentations, Request For Proposals, Request For Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and makes recommendations for award of contracts.
Finalizes contract payments and implements quality control / quality assurance for construction.
Oversees, evaluates and manages the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks, ensuring value for money to the City.
Represents the Department / City at meetings with public, stakeholders and councilors and interdepartmental work teams, various site committees and project related community consultation sessions.
A technical specialist resource at project and organizational meetings with planners, administrators, and contractors and other external service providers as well as court proceedings and other tribunals.
Performs site inspections and assessments of changed conditions on construction projects
Qualifications and Experience
Bachelors in Civil Engineering
Minimum five (5) years experience including extensive project management and contract administration experience in planning, coordinating, designing and constructing, complex, multidisciplinary water, wastewater, stormwater or solid waste projects.
Professional Engineer designation (P.Eng) in good standing with Professional Engineers Ontario (Professional Engineer with more than five (5) years experience in the construction industry will be given preference).
Other engineering designations / programs will be considered, provided that the combination of education and experience is equivalent to the minimum requirements (e.
g. a Certified Engineering Technologist (C.E.T.) designation in good standing in the Ontario Association of Certified Engineering Technologists and Technicians (OACETT) with seven (7) years work experience)
Skilled in leading effective project teams and developing collaborative internal and external business relationships.
Extensive knowledge of the Ontario Construction Act its regulations, including but not limited to prompt payment and adjudication provisions, as well as common law and precedents associated with construction contracts.
Vast knowledge of construction methods, equipment and technologies related to design and construction. Including reading and interpreting site plans, engineering drawings and specifications.
Ability to deal effectively at all levels of the organization and with political representatives, consultants, contractors and the public exercising excellent negotiation and conflict resolution skills.
Excellent oral and written communication skills with ability to effectively communicate technical information to non-technical audiences.
Demonstrated interpersonal, organizational and analytical skills; coupled with the ability to critically evaluate alternatives and prioritize activities to successfully meet deadlines.
Proficiency in the use of general computer software, i.e. Microsoft Windows XP, Excel and Word including applicable project management, engineering analysis, design, drafting, and related Civil Engineering application software / technology.
Must possess a valid Ontario Class G Driver’s License in good standing and access to a reliable vehicle for business purposes.
