The Life Cycle Management Specialist (LCMS) will provide support to the Director General Major Project Delivery (DGMPD) and the Assistant Deputy Minister (ADM) Materiel (Mat) of the Department of National Defence (DND).
The goal of DGMPD (Air) & DGMPD (Land & Sea) (L&S) is to focus attention on new capital equipmentprojects in support of Defence priorities such as the Canada First Defence Strategy, and to consolidatetheir management.
The Mat Group serves DND and the Canadian Armed Forces (CAF) as a central service provider andfunctional authority for all defence materiel and equipment programs.
The Group manages equipmentthrough its entire life cycle, beginning with initial concept, moving through procurement, maintenance andsupport and ending with disposal.
The Group is also responsible for defence materiel liaison andcoordination with other departments, governments and interdepartmental organizations.
DGMPD (Air)and DGMPD (L&S) are responsible for the acquisition of major new equipment linked to the CAFtransformation. In this role you would have the following tasks and responsibilities :
Provide expertise in the field of Performance-Based Logistic (PBL) and assist with the establishment of performance-based In-Service Support (ISS) contracts;
Conduct specialized PBL studies, analysis and develop performance metrics and plans for long-term ISS contracts;
Prepare design documentation in support of a PBL program;
Assist the Technical Authority with the development of standardized PBL model across DND Major Capital Projects (MCP);
Conduct sensitivity and what-if analysis;
Propose supportability change proposals, estimating costs, risks and benefits;
Develop Business Case and Cost / Benefit Analysis to support PBL strategies, models and programs to support complex weapon systems;
Develop, document and present DND performance requirements that are integrated with those specified ISS contracts;
Assess the Contractor’s work progress on the development and implementation of a PBL program, performance-metrics and performance management system;
Provide recommendations on the current PBL best practice and the evolution of standards and recommended strategies;
Conduct Life Cycle Cost Analysis of military equipment and fleets throughout their service life;
Prepare cost estimates for proposed Integrated Logistics Support (ILS) and ISS strategies and plans;
Provide expertise for Management Information Systems (MIS) and Enterprise Resource Planning (ERP) solutions,
Produce and review Interface Control Documents (ICD) for the Electronic Information Exchange (EIE) of ILS and ISS data between DND and Industry;
Design and produce data exchange scenario, scripts and specifications to test integrity of the EIE;
Develop and assist with the implementation of ILS configuration management plans and practices;
Prepare and review plans and procedures to dispose military equipment to include issues such as HAZMAT disposals, demilitarization and control-goods;
Conduct support systems readiness and integration evaluation on the ILS and ISS organizations, personnel, policies, plans and procedures for newly acquired military equipment.
What you need to do this role :
Must have a minimum of 36 months of ILS experience, demonstrating the ability to conduct a minimum of 3 out of 8 of the ILS tasks specified below :
Providing expertise in the field of PBL and assist with the establishment of performance-based ISS contracts;
