Our client, a leading midstream company, is looking for a Land Coordinator, based out of its Downtown Edmonton office. The successful individual will act as a single point of contact between the Sr.
Lands and ROW Specialist and the Contract Land Consultants that are working on the Pipeline Integrity Execution program of the company.
Additionally, they will manage day to day activities for safe and efficient field consultations and stakeholder communication in relation to Screening, Construction, Reclamation and Post Reclamation activities within Western Canada.
Specific Accountabilities :
Act as direct contact for contract Field Agents and Project Managers
Coordinate activities and tracking among land service providers
Communicate land related matters with Construction and Project Managers
Monitor and report progress of construction activities, reported concerns, and damage releases
Work with Land Administrators in tracking field information
Develop / maintain files accordingly and incorporate into permanent Lands & ROW department record system
Review damage claims for maintenance activities
Utilize Geographic Information System (GIS) tools for coordination and execution of the Pipeline Integrity Dig Program
Research provincial and county / municipal records for land interests.
Identify existing land rights and obtain additional land rights as required for access and temporary worksites
Review all work packages time tickets from field agents
Maintain and update information within databases
Attend weekly permit meetings, project kick-off meetings
Act as liaison with Environmental coordinator
Track field data for departmental metric reporting
Relay all issues to Sr. Specialist.
Conduct field meetings with stakeholders, when necessary
Assist in planning activities when necessary
Scopes / Dimensions :
Support lands and right-of-way activities required for the Pipeline Integrity Execution program.
Work or interact with broad range of office and field staff, supervisors and managers, regulatory personnel, contractors and consultants, landowners and other stakeholders.
Work independently with minimum supervision on multiple projects and resolve issues according to authority guidelines and company policies, procedures, and budget.
Contacts (Working Relationships) :
Reports to Supervisor, Canada Digs. Indirect accountability to functional leads when working on cross functional issues and projects.
Day to day administration of the Land Services deliverables for the Pipeline Integrity Execution Program in Western Canada.
Assists Sr. Lands Specialist in the day to day management and operations of the Pipeline Integrity Execution program.
Knowledge, Skills & Abilities :
Degree or diploma in related field and 4+ years related experience. Equivalencies will be considered.
Knowledgeable in pipeline operations and construction practices, damage prevention, public awareness, and land administration.
Effective verbal and written communication and leadership skills, as well as demonstrated computer, problem solving, project management and decision-making skills.
Ability to communicate technical issues to a non-technical audience.
Problem solving through a working knowledge of the policies and procedures, including NEB and AER regulations. related to Right of Way and disciplines involved in acquisition of Right of Way.
Working Conditions :
Office environment with occasional travel within Western Canada.
Occasional travel within North America for meetings and training.
Frequently changing priorities.
Critical deadlines affecting schedule, budget and overall success of capital and expense projects.
