DUTIES
OSH SME of the Integrated Work Control team for construction related projects.
Support contractor safety program by providing OSH expertise in areas such as the development of Scope of Work and field oversight.
Provides construction safety assurance by reviewing and assessing the Contractor’s Safety Plans and Procedures.
Provide field oversight for construction related activities.
Participate in internal and external training courses as required in the ERM OSH SME Training Plan.
Develop hazard assessments and control plans for complex project work scopes.
With a focus on customers needs, provide timely response to OSM SME field requests.
Ensure systematic oversight, support, and advice to ERM projects and operations.
Conduct inspections (equipment, structure, material or process) and inform management on areas identified which may cause problems / errors / defects or are not in compliance with laws and regulations governing the health and safety of individuals.
Liaise with members of the Site Safety and Health Committee and mentor members on OSH elements.
Participate or lead OSH related audits.
Perform incident investigations to identify causes and to recommend corrective action plans to prevent reoccurence. Work may require use of different methodologies (e.
g. TapRoot) to complete Fact Finiding, Apparent Cause Analysis (ACA) or Root Cause Analysis.Investigate regional trends, prepare reports and draft communications (ACA, RCA).
Prepare detailed reports that include incident reports, test results, observations, potential safety concerns, corrective actions and plans to resolve concerns.
As appropriate, provide input to governing OSH policies, standards, procedures and training material.
Communicate and provide information to supervisors, co-workers, and subordinates and support the development of internal communications (e.
g OPEX, MyCNL bulletin);
Conduct OSH training sessions related to OSH elements (e.g Hazardous Energy Control, Working at Heights).
Conduct research as assigned.
Collaborate effectively with other OSH and HSSE personnel.
May be assigned by management to support projects outside of ERM.
Experience and Education :
Occupational Health and Safety Certificate / Degree along with Candian Resigstered Safety Professional (CRSP), Canadian Health and Safety Consultant (CHSC), Gold Seal Certificate (GSC) for Construction Safety Co-ordinator (CSC), National Safety Officer (NSO) is desired.
If no designation, then must be capable and willing to obtain within a reasonable period of time.
Will be required to take CNL Radiation Protection Group 3 training.
Four years of safety related and relevant experience in either industrial establishments or construction.
Abilities :
Must be able to successfully complete ERM OSH Specialist Training Plan.
Must be able to function as a member of Integrated Work Control team that brings together subject matter experts to create workplans for various projects.
Demonstrates safety first attitude and ensures that activities are conducted with CNL, public and employee safety foremost in mind.
Ability to maintain and grow safety knowledge including industry best practices and pending changes in legislation.
Demonstrates interpersonal, communication (active listening, oral expression / comprehension), training and presentation skills.
Must be physically fit and able to be physically active (standing / walking) for up to 10 hrs a day.Must also be able to manage stairs, ladders and other egress equipment to enter all site and building areas including confined spaces.
Must be able to use personal protective equipment including a respirator;
Coordination and planning skills.
Knowledge Of :
Must have extensive working knowledge of specific federal (CLC) and provincial legislation (Ontario) that affects occupational health and safety within CNL.
Must understand the relationship between Owner, Contructor and contractor in a federal regulated site.
Must possess a working level knowledge of occupational health & safety legislation relating to general operational system, waste operations, environment remediation and demolition environments.
Knowledge of the CNL OSH Program would be considered an asset.
A working knowledge of radiation protection principles would be an asset.
Must be willing to undertake and successfully complete formal and on-the-job CNL Radiation Protection training relevant to this position.
A working knowledge of Industrial Hygiene elements.
Investigation skills including effective interviewing techniques.
Principles and practices of customer service.
Familiarity of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
