This position reports to the Corporate Information Governance team in our Office of the Chief Information Officer sector.
This sector leads our digital transformation to accelerate housing affordability.
About the role
We’re constantly evolving to build an inclusive housing system through research, design, innovation and partnerships. Your expertise in data governance will address the safe, effective and efficient sharing of data across CMHC.
Your experience with Data Management will assist the organization realize the full value of its structured data assets and evolves the corporate data while helping make housing affordable for everyone in Canada.
What you will be doing
Support the establishment of operational guidelines ensuring successful implementation and maintenance of and data governance framework.
Provide functional / technical guidance and direction to create alignment and adherence to data governance policies for stakeholders.
Implement mechanisms / solutions and facilitate support and coordination to solve data-related issues that impact business decision making.
Provide technical advice to manage data throughout its life cycle, including the transition from aging or no longer supported applications to the corporate standard applications.
Monitor the qualitative and quantitative business benefits for various data governance deliverables utilizing key performance indicators (KPIs).
Design, develop, implement and manage a compliance data governance framework (including policies) to inform partners of their shared accountabilities.
Develop and manage guidelines and procedures to ensure compliance to policies and that outcomes have clearly articulated scopes, quantifiable business benefits and are aligned with CMHC’s data governance oversight policies and risk taxonomy.
Conduct research and analysis on proposed legislative / regulatory changes, industry leading practices, employee needs and technological advances to determine the role of data technologies in data governance and management processes.
Direct external partners in the delivery of client-oriented data governance and management services to CMHC by selecting software and establishing policies / procedures / practices in collaboration with business partners and IT colleagues.
Manage the ongoing development and integration of business level structures, navigation structures, metadata and templates to maintain the integrity of the taxonomy.
Provide data governance support and training to clients and partners and work with business partners to develop and implement improved data governance practices throughout the organization.
Ensure there is a clear linkage between the business vision / strategic context, governance policy, and the scope of assigned deliverables.
Ensure that data quality issues are monitored, measured and categorized with remedial actions dealt with expeditiously by the appropriate function (internal and outsourced partner(s)).
Work with ATIP, Legal, Security and others as required to manage data risks and breaches.
Ensure proper risk and security considerations are fully integrated in data governance processes, policies and procedures.
Develop objectives and take responsibility for engagement, enabling a culture of learning, performance management and accountability within a divisional group
Effective implementation of data governance functions : governance (frameworks, policies, guidelines and procedures), governance operating model, systems, tools, processes, measurements and monitoring
Improved access and quality of data, integrated data with required transparency, collaboration and control to drive faster and accurate decision making.
What you will need
Undergraduate degree in a related field such as computer science, business, finance or commerce.
Minimum of seven years of experience with Data Governance, Management and / or Technologies with increasing responsibilities.
Strong knowledge of data governance frameworks and data management protocols.
Strong analytical and problem-solving skills.
Excellent oral and written communication skills including presentation skills.

Demonstrated ability to negotiate and influence at multiple levels within the organization.
