The Director Health Project Management and Governance, reporting to the Senior Executive Director Strategic Investments and Infrastructure Planning, in the Department of Health and Wellness, will provide leadership to a team of 3 employees focussed on assisting in the delivery of the QE II and Cape Breton Regional Redevelopment projects.

Representing the Department of Health and Wellness in these once-in-a-generation redevelopment projects, they will engage at a senior level across all of the projects throughout the project lifecycle : including but not limited to : planning, procurement, selection of and negotiation with a preferred proponent, and oversight and management of DBFM construction activities with the NS Lands Healthcare Infrastructure Division.

This will include assisting in the development of a strategic plan and building a complete project plan. The Director will also manage relationships and negotiations with stakeholders and stay apprised of construction schedule, land negotiations, and urban planning requirements.

Along with participating in developing risk assessments, the Director will provide the Department of Health and Wellness point of view on governance, management, problem areas, risks and keep informed on progress, challenges and successes.

Responsibilities1. Leads the team on all areas of responsibility, including but not limited to : policy consultation and development process, providing direction for the development, implementation and review of departmental policies.

Leads the team to provides high level strategic policy advice and support on a wide range of health system and departmental issues to the Minister, Deputy Minister, SED and Executive Leadership Team.

2. Integrates strong research and analytical capability to effectively underpin and inform health system policy. Facilitates a strong, collaborative team approach at all levels in the policy and legislative development function.

3. Provides leadership and managerial oversight for the creation and coordination of systems, agendas, consultation and planning to ensure policies, programs and comprehensive research, analyses and financial assessments / impacts for on-going projects.

4. Lead and coordinate the development of departmental submissions to Executive Council by working with the SED, Deputy and Minister to identify issues requiring Cabinet decision-making, initiating the process, advising senior staff in central agencies and other departments, conducting briefings as required and gaining necessary approvals required by the process.

Provides leadership and direction to ensure that the department's legislative and regulatory development and review process leads to high quality submissions that are consistent with government's priorities and the objectives of the department.

  • Ensures that the legislative and regulatory management process is understood and followed throughout the Department.Qualifications·
  • Post secondary University Degree in Engineering, Architecture, Construction Management or other relevant discipline;·
  • Ten years of progressive experience in a leadership role in construction operations or project management;· Demonstrated leadership and interpersonal skills with proven ability to lead and create alignment across business units while effectively managing a diverse team of project consultants, specialists and outside stakeholders;

    Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial, Victoria and Dickson buildings on the Victoria General (VG) site of the QEII.

    Master planning for the redevelopment program is focused on modernizing the health care system to ensure the needs of Nova Scotians remain at the heart of our delivery of best-in-class services.
