The Ministry of Health is seeking a Senior Medical Consultant for the Ontario Health Insurance Plan Division where you will bring your expert skills to support the administration of physician payment policies and programs.

  • The Division works collaboratively with our health system partners to maximize the value of the provincial investment in health care providers and programs by : establishing and maintaining relationships to facilitate and foster alignment of accountability agreements for payment programs;
  • providing strategic direction as well as negotiating, leading, supporting and implementing existing and innovative payment models and programs;
  • effectively managing accountability for funding, outcomes and performance identified in accountability agreements; developing operational plans for payment models and programs with an emphasis on value, quality and performance;
  • providing provincial program oversight by working with stakeholders to identify programs requiring coordination at a provincial level;

  • What can I expect to do in this role?

    As a Senior Medical Consultant, you will :

  • Lead and guide, the provision of medical expertise with respect to the policies and programs through the Health Services Branch
  • Support the Ministry's investment in the health care system
  • Provide advisory services on various projects, including : health system related issues identification, analysis and synthesis of research and other material
  • Act as a medical resource on matters involving the development, implementation and maintenance of physician funding models, including advice related to the adjudication of complex and difficult claims which require professional medical knowledge
  • Chair and / or co-chair expert panels, working groups and corporate committees
  • Mandatory Requirements :

  • A Medical Degree from a university of recognized standing
  • Currently hold a valid license to practice medicine in the Province of Ontario
  • Medical Knowledge and Skills :

  • You have experience practicing medicine in the province of Ontario.
  • You have demonstrated skills in medical consultation or administration to provide medical expertise and leadership in the development of physician payment programs and related policies, including accountability agreements and contracts.
  • You have experience and knowledge in the health care system in Ontario, including an in-depth understanding of health care delivery and physician remuneration methods under OHIP.
  • You have a thorough understanding of Ontario's legislative authorities and related programs impacting the medical profession including knowledge of current issues confronting the health care system, associated programs, legislation, goals, and objectives.
  • You have the ability to represent the ministry and provide expert advice including providing expert testimony and guidance on adjudication of complex medical claims, application for Out-
  • of Country medical services and defending the position of the Ministry to the Health Service Appeal and Review Board.

  • You have a demonstrated knowledge of laboratory service provisions (e.g. hospital and community).
  • You have a demonstrated knowledge and understanding of Ontario's legislative authorities and jurisdictional laboratory systems (Canadian and international).
  • Strategic Leadership Skills :

  • You have strategic leadership and management skills to provide leadership to a diverse, multi-disciplined team and oversee and schedule work in accordance with corporate and divisional priorities.
  • You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
  • You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
  • Program Management Skills :

  • You have experience advising and overseeing the conduct of comprehensive medical analyses, synthesis and reporting of information with respect to accountability agreements and contracts.
  • You have the ability to guide the Medical Consultants in the provision of specialized medical expertise and advice regarding day to-
  • day issues including the interpretation and application of complex medical terminology or clauses within proposed mandates, agreements / contracts, and strategies;
  • and recommendations on potential precedents to communiqués to the medical community.

    Communication, Stakeholder and Relationship Management Skills :

  • You are able to build and maintain complex and highly politically sensitive relationships and partnerships with key internal and stakeholders.
  • You have the ability to assist with Ministry presentations and lead / co-lead relevant meetings which require medical knowledge.
  • You have the ability to oversee the preparation of correspondence for the Minister, DM, ADM and senior officials, briefing / House notes, comprehensive reports, discussion documents, Cabinet submissions, public program statements and consultation papers which may lead to statutory or regulatory changes.
  • You are able to liaison with other Ministry physicians to facilitate consistency in decision making on matters pertaining to relevant legislation.
