Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.

In the 2019 Budget, the Province of Ontario committed to building four new rapid transit projects as part of its new Subway Transit Plan for the Greater Toronto and Hamilton Area (GTHA).

This historic transportation vision will better connect people and reduce travel times across the region. The four projects are the Yonge North Subway Extension, the Scarborough Subway Extension, the Eglinton Crosstown West Extension and a new subway, the Ontario Line.

Our Sponsor Office, within the Planning, Design, and Sponsorship division, is seeking a Senior Advisor, Eglinton Crosstown West Extension.

Reporting to the Program Sponsor, the Senior Advisor is part of a multi-disciplinary project team implementing the day-to-day management of high profile and politically sensitive projects to ensure that investment decisions are in line with corporate strategy and committed outcomes are delivered.

The Sponsor is a unique role that works collaboratively across the organization to ensure that project benefits are defined, appropriate approvals are secured, a capable delivery team is assigned to the work, and the project is well governed with appropriate budget, schedule and risk oversight.

Sponsors are the guiding minds’ of a project, providing assurance to the organization across the full project lifecycle that the delivered project can realize the targeted benefits.

The Sponsor Office makes sure the Client gets the benefits and requirements that they funded.

What will I be doing?

  • Support Sponsors in providing assurance of project readiness through planning, design, delivery and operation to ensure project benefits are delivered on time and within budget
  • Develop recommendations and prepare materials for various corporate governance bodies, include the Investment Panel, Change Control Board, Metrolinx Board, Treasury Board, etc.
  • Monitors project risks, constraints and contingencies to avoid additional project costs, penalties and delays. and proactively escalate issues to the Sponsors.
  • Contributing to the development, review and monitoring of business cases, benefits realization plans, funding submissions and performance requirements and measures (KPIs)
  • Gather and develop client requirements for infrastructure investments and other initiatives, including research, working group facilitation and documentation of requirements
  • Develop and integrate processes and procedures that define roles and responsibilities in review and decision-making at various stages of work, such as Strategic Planning, Business Case development, capital budget process, etc.
  • Develop and sustain strong working relationships with teams and senior decision-makers across Metrolinx (e.g. planning, delivery teams, operations, finance) and facilitate the flow of information
  • Work closely with Management Team to integrate processes within the Sponsor Office and assist the Management team with resource assignments
  • Demonstrates team work and core competencies at a high level of development and be an exemplary model of living the corporate Values and Code of Ethics
  • What skills and qualifications do I need?

  • Completion of a degree in Engineering, Public Policy, Planning, Business or a related discipline or a combination of education, training and experience deemed equivalent
  • Minimum six (6) years’ progressive experience leading and developing projects and strategy, preferably in the public sector
  • Familiarity with rail sector and working in a transportation / transit planning and / or project delivery environment, leading large scale projects is an asset
  • Professional Engineers of Ontario (PEO), Registered Professional Planner (RPP) designation recognized by the Ontario Professional Planners Institute (OPPI), Project Management Professional (PMP) certification is an asset
  • Theories, principles, and practices of communication and protocol development and make recommendations to support senior / executive level decision making
  • Clear analytical thinking and adaptability combined with strong organizational skills
  • Project management skills to manage effective communication and delivery protocols in support of the successful design and implementation of transportation planning projects
  • Management, negotiation, and influencing skills to discuss key technical issues, foster multi-stakeholder collaboration to mitigate risks, and assist senior management with major infrastructure and investment decisions
  • Awareness of the legislative and regulatory construction requirements impacting / related to transportation planning projects
  • Leadership / management skills to manage and motivate a team / unit and set high standards and clear expectations
  • Excellent interpersonal and oral / written / presentation skills to prepare reports and translate and interpret complex technical communications to lay audiences.
  • A sample presentation (10 min long) will be required for the interview

  • Relationship management and partnership building skills to develop and foster positive working relationship with diverse stakeholder groups to facilitate transportation planning and project development
  • Commercial awareness to review and provide advice on commercial policies and agreements and support commercial negotiations with industry and stakeholders is an asset
