Reporting to the Director of Planning & Development Services, this position is responsible for the management of the Building Standards Branch operational and program planning, including stakeholder relationship management, financial management and people leadership.
Mandate includes overall responsibility for regulating building construction alteration and demolition projects within the City of Regina and for building safety compliance of commercial building permit applications.
As a member of the Department’s management team, this position leads and participates in Department or City-wide projects and special initiatives.
Core duties include :
Leading the development and implementation of the branch’s annual operating plan, financial budget and workforce plan.
Setting objectives, service levels and performance targets.
Providing direct leadership, mentoring, training and coaching to the branch supervisors, coordinators and other staff as well as providing leadership to specific employee issues, including participation in formal grievance and arbitration processes.
Meeting with consultants, engineers, government officials, and the general public on a wide range of matters pertaining to the building permit process and inspection of buildings, and to facilitate effective public input and involvement in policy development, program evaluation, and performance assessment.
Ensuring that policies, procedures and practices are developed, maintained and adhered to.
Proactively identifying operational risks, program / service reviews and develops recommendations and action plans.
Coordinating the development, monitoring, revision, and interpretation of the Building Bylaw and other applicable municipal bylaws including determining interpretations as related to branch work.
In order to meet the challenges of this position, the successful candidate must have knowledge of core management practices including program / service delivery models, policy development, planning, budgeting, performance measurement and management and human resources.
Superior communication, interpersonal, and problem solving skills in order to work with various stakeholders, customers, and staff in delivering branch and department goals is also essential.
