As a Development Planner with the City of Edmonton, you will be providing professional planning services to customers including private companies, lawyers, the development industry, outside agencies, and individual citizens, in the area of general development approvals including applications relating to cannabis legalization to significant commercial new builds.
Your advice and guidance will facilitate an experience that exceeds their expectations and provides outcomes that balance service to our customers and compliance with zoning legislation.
In this role you will ensure compliance with the Edmonton Zoning Bylaw and Municipal Government Act as related to planning and land use operations. Duties include :
Review and render decisions on a variety of development permit proposals, based upon the understanding of zoning regulations, statutory plans, Provincial legislation, and established planning principles including commercial, industrial, and residential development proposals
Balance and resolve a range of often conflicting interests and goals (i.e. City interests, interests of the public, and of applicants)
Negotiating with applicants to achieve City policies and objectives resulting in high standards of development
Project manage the development review process for assigned development permit applications
Liaise with and coordinate development reviews with other civic departments and outside agencies
Conduct site analysis inspections as required
Respond to inquiries, either directly or referred to by the Senior Planner, from a variety of sources
Participate and provide advisory services when required, in meeting with the development industry representatives, community groups, lawyers, engineers and other industry professionals, which includes assisting in pre-application meetings
Provide mentoring and advice to Planning Technician staff, including zoning regulation interpretations, and development review intake and review procedures
Provide relief for Development Permit application intake and Zoning advice at the Customer Service Centre
Prepare, write, and present reports for the Department, City Council, and the Subdivision and Development appeal board
Appear before the Subdivision and Development Appeal Board, or City Council as required concerning specific development files
Related duties as required
University degree in Urban and Regional Planning, Architecture or a related discipline
2 years of experience directly related to land use planning and development control, including experience with zoning and reviewing development proposals.
Candidates with less years of experience may be considered at the Opportunity Concept level
Membership with the Canadian Institute of Planners or Alberta Development Officers Association is an asset
Demonstrated understanding of municipal land use planning processes with an emphasis on development planning
Possess sound working knowledge related to the City of Edmonton Zoning Bylaw 12800, applicable sections of the Municipal Government Act, and an understanding of the development permitting process
Sound understanding of the project management process in the development review process for permit applications
Demonstrate ability to make sound and valid decisions on the development proposals and permit processes
Demonstrate ability to manage multiple development projects and other assigned work effectively and efficiently
Strong written and verbal communications skills
Skillful in finding solutions, solving problems, negotiation and resolving conflict
Excellent interpersonal, teamwork and customer service skills
Working knowledge of Microsoft Office Suite and Google Applications
Valid Alberta Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position
