Job Overview

  • Reporting to the Manager, Procurement Services the Procurement Officer, provides Centre wide procurement and logistics services, including but not limited to procuring goods and services in accordance with Centre policy and standards;
  • providing guidance, advice and support to ensure procurement processes are effective, efficient, and ethical, and provide the best possible value to the Centre;

  • University degree in Business Administration or related field
  • Supply Chain Canada (formerly SCMA / PMAC) or Supply Chain Certification is an asset
  • Experience

  • Minimum five to seven years of procurement and contracting experience
  • Preparing procurement strategies in support of internal client needs
  • Leading, developing and managing Request for quotation (RFQ) and Requests for Proposals (RFP) and other forms of bid solicitation including creating documents for the tendering, evaluation and selection of suppliers
  • Creating and issuing various types of contracts / purchase orders
  • Strong experience is acquiring of both simple and complex Services for both domestic and international requirements
  • Acquiring goods for both domestic and international requirements
  • End to End procurement (i.e. RFx to contract closure)
  • Services Procurement with examples such as : Employee Relocation, IT Hardware, Software, Communications Services, Human Resource Services, Printing, Office Products, Building and Facility services, etc.
  • Resolving procurement issues and providing advice and guidance on procurement processes, procedures and regulations to internal clients
  • Language

  • Bilingual position (English - French) at the intermediate level
  • Knowledge

  • Knowledge of principals, practices and regulations of the procurement of Goods and Services
  • Knowledge of MS Dynamics NAV would be an asset
  • Solid understanding of the complete procurement life cycle of Goods and Services
  • Knowledge of ERP systems and Procurement contract tools
  • Competencies

  • Superior analytical, planning, organization and coordination capacities
  • Excellent interpersonal and collaborative teamwork skills
  • Strong oral communication skills; including ability to communicate technical information to both technical and non technical users
  • Self-starter with ability to take initiative, set priorities and multi-task
  • Ability to use MS-Office Outlook, SharePoint, and procurement and related financial systems
  • Demonstrated client service-oriented mind set
