Reporting to the Director, Digital Products, the Technical Manager serves as the technical primary and a key contributor to digital product innovation.
This role is part of a dedicated team tasked with exploring and ultimately proving out the business and technical viability of new digital health technology opportunities by developing and beta-testing prototypes, implementing successful ones and continuously iterating and improving on these solutions ( Digital Products ).
Responsibilities include being a collaborative partner with PHC data analysts, clinicians, solution architects, engineers, and data scientists provisioning data and building sustainable and scalable data pipelines and providing Data Architecture and Data Modelling support in the creation of solution design for digital products.

Master’s Degree in Computer Science, Engineering or related field, plus at least five (5) years’ recent, related experience including technical experience working in Data Ops environments, big data platforms, application of agile development methodologies, Minimum Viable Product (MVP) approaches and other technical areas such as hardware development, cloud infrastructure, integration, automated testing and Dev Ops.
Also requires an additional two (2) years’ recent experience managing technical teams.
Hands-on experience in containerization, cloud-based data & analytics technology and machine learning is desirable as is knowledge of Data Standards e.
g. SNOMED, ICD-10 and experience working with clinicians and other healthcare stakeholders to encourage adoption to changes.
1.Working in partnership with Enterprise Informatics, Clinical Informatics and Data Analytics, contributes optimal system and data engineering expertise to ensure the department’s technical / reporting infrastructure is developed, implemented, maintained, and operated efficiently and effectively to meet the relevant stakeholder analytical data and related reporting needs.
2.Develops strong relationships with internal and external stakeholders (including vendors) and acts as an expert advisor providing assistance and contributing expertise, evaluation and advice on system or technical improvements and related analytical processes, data utilization, and reporting requirements.
Identifies viable targets, directions and options for the departments’ hardware and software infrastructure, including cloud deployments.
3.Maintains a risk assessment and contingency plan with regard to the department’s hardware and software infrastructure.
Develops and maintains an incident tracking system to record system errors and downtimes. Identifies data quality systems within source systems and escalates remedy needs to the data stewards for source systems.
4.Assesses trends and identifies and acts upon opportunities to improve system and process effectiveness and efficiency.
Ensures effective and efficient processes are in place for related business and analytical performance, forecasts, patterns, statistical and critical indicator data as they pertain to assigned project or service areas and related reporting requirements.
5.In partnership with Enterprise Informatics, accountable for the implementation, management, maintenance and support of Data Lake, Data Warehouse, Batch processing etc.
and data integration infrastructure and process.
6.Develops and / or recommends best practice processes, communicating same to the other members of the team.
7.Manages staff including ensuring continued staff development and training, evaluating performance to improve personal and organizational performance, and coaching, mentoring, and inspiring staff towards the achievement of Health Informatics and PHC goals.
Monitors operational capacity of staff and ensures service and technical standards are met.
8.Identifies and assists with the prioritization of capital requests for assigned programs or departments.
9.Liaises with stakeholders and assists the Director (or designate) in setting short and long term goals, and in developing and implementing improvements to the department’s work processes.
10.Coaches and mentors PHC staff at all levels of the organization to develop skills or improve their knowledge and appreciation of the range of analytical matters, processes, reporting and system requirements for their area of responsibility.
11.Leads special projects as required including the development, implementation, monitoring and evaluation of project plans and deliverables.
12.As required, participates in the negotiation of inter-health authority (employer), vendor and / or third party partnership contracts and agreements.
Monitors the outcome on the service(s) within PHC.
13.Participates in a variety of internal and external committees as required and establishes positive working relationships in order to ensure successful outcomes and coordination.
14.Performs other related duties as required.
