MISSION AND OBJECTIVES

USD C&P PCS manages the filtering system and relatedprocesses as they relate to payments (disbursements and receipts) generatedfrom the BNPP branch network where there is a US counterparty or a US Dollarsettlement required.

Transactions processed in Montran’s payment system( Montran ) are screened for potential sanctions violations using EnhancedFiltering System Next Generation (EFS-NX) prior to disbursement.

In order tofilter the messages EFS-NX uses filtering algorithms that have thresholds setupusing user-defined parameters to screen messages for potential matches tosanctions list entries.

EFS-NX is currently in production and conductsscreening for different types of messages. EFS-NX is a standalone applicationand the Model as a whole screens approximately 60,000 transactions per day fromits different interfaces.

USD C&P PCS domain is looking to fill a datastewardship / model management position within its Data Governance and ModelManagement function.

The position will have the responsibility for implementingthe domain’s overall data governance program managing data quality, datalineage, data integrity, and supporting sound data analytics.

This rolerequires focus on data strategy, execution and support for projects.

Makes well-thought-out decisions on complex data issues andestablishes the data stewardship and strategy direction for the domain.

Effectively communicates to individuals at various levels of the technical andbusiness communities. Along with the stewardship responsibilities the role alsoinvolves the management of the OFAC filtering model, with key focus on themanagement of the model documentation MDAMS , model validation, and modelperformance in accordance with USD C&P PCS operations and RISK IRCguidelines.

MAIN RESPONSIBILITIES

  • Participate in the implementation of the DataGovernance program within the USD C&P PCS domain.
  • Develop and document control structures withinthe USD C&P PCS domain to ensure the accuracy and quality of data throughall upstream and downstream data channels.
  • Coordinate the resolution of data integrity,quality, and accuracy gaps by working with the Business Owners, Data Owners,Data Custodians and Enterprise Data Management.
  • Assist the Data Governance group within USDC&P PCS in the formation and execution of the data governance framework,policy, standards, and procedures.
  • Responsible for the development and maintenanceof data dictionary that is aligned to the Key Data Elements KDE and thebusiness glossary for the definition and maintenance of USD C&P PCS domaindata landscape including overlays with the technology landscape, end-to-enddata flows / transformations and data lineage.
  • Coordinate with RISK IRC on model validationengagements, including planning model validation and remediation of findings ifany.
  • Document and ensure models are in compliancewith USD C&P PCS and RISK IRC Model Governance Policies on ChangeManagement, Model Performance and Operational Controls.
  • Create Model Owner documentation as required andin accordance with RISK IRC guidelines
  • Work with model users to ensure adequate testingand documentation of performance monitoring including the creation of reportingfor the monthly and quarterly model performance KPIs.
  • Knowledge of BSA / AML / OFAC Sanctions filteringwith focus on model tuning and optimization.
  • The logic and performance of the matchingtechnology and understanding of threshold settings with respect to matchingalgorithms.
  • TRAINING AND OCCUPATIONAL EXPERIENCE

  • 2+ years of experience in banking along with aminimum of an undergraduate degree in Computer Science, Information technologyor in the specific field.
  • Results-oriented, diligent, and works with asense of urgency. Assertive, responsible for his / her own work (self-directed),have a strong affinity for defining work in deliverables, and be willing tocommit to deadlines.
  • Solid understanding of key DBMS platforms likeSQL Server, Oracle and DB2
  • Proficient with Python, R, SQL and Visual BasicScript within Microsoft Excel
  • Experience with data modeling and datamanagement tools
  • ESSENTIAL SPECIFIC REQUIREMENTS

    Bilingual : English and French

  • Graduate degree preferred but a minimum of anundergraduate degree, preferably in Computer Science, Information Technology ora related field with experience in systems administration, analysis, and reportbuilding.
  • Background in OFAC Sanctions / Payments / ModelManagement and Data Governance preferred.
  • A strong data querying background using MS SQL.Should be able to handle large datasets and quickly analyze data using Pythonto create insights into data to better enable management decision-making.
  • High level proficiency with Python, R, SQL andVisual Basic Script within Microsoft Excel
  • A team player able to work effectively in a teamfostered, multi-tasking environment.
  • Excellent time management skills with strongfocus on attention to detail.
  • Excellent verbal, written, and interpersonalcommunication skills.
  • Self-motivated and able to handle tasks withminimal supervision or questions.
  • Ability to write various documents such asfunctional requirements, operational procedures, and business requirements.
