EQI is comprised of four separate teams falling under the same umbrella : Primary & Community Care Transformation, Shared Care Committee (SCC), Specialist Services Committee (SSC) and Facility and Community Engagement.

EQI works in large part to support the Joint Clinical Committees (JCCs) which include the : General Practices Services Committee (GPSC), Shared Care Committee (SCC), and Specialist Services Committee (SSC).

Driven by collaborative relationships between the Ministry of Health and Doctors of BC, and captured under the Physician Master Agreement, they are a group focused on developing and leveraging relationships, sharing knowledge and lessons learned and working together towards common goals to support improved patient outcomes, increased professional satisfaction and decreased system costs.

THE TEAM : Primary & Community Care Transformation

The Primary & Community Care Transformation team serves the requirements of the General Practice Services Committee (GPSC) (a partnership between Doctors of BC and the provincial government) and its programs and initiatives to transform the primary care system.

The Primary Care Transformation Team provides partnership, networking and project management support to establish Primary Care Networks and Team-Based Care through relationships with Divisions of Family Practice, Health Authorities and First Nations.

Additionally, the Primary & Community Care Transformation Team includes team members that lead design of incentives to facilitate the participation of doctors in primary and community care redesign.

THE JOB : Primary Care Network (PCN) Liaison

Reporting to the Senior Manager, Primary Care Transformation, the Primary Care Network (PCN) Liaison works closely with the Ministry of Health, Doctors of BC, GPSC and other Joint Collaborative Committees as well as Divisions of Family Practice, Health Authorities, First Nations and Indigenous health service organizations, community based organizations, patient organizations and other key stakeholders to support the establishment and development of Primary Care Networks.

The PCN Liaison’s objective is to facilitate communication and collaboration between these stakeholders to steadily increase the number of British Columbians who have access to quality primary care and are attached to a primary care provider through the development and implementation of team-based care through Primary Care Networks and Patient Medical Homes.

Working closely with others on the EQI team, the PCN Liaison plays an important role in linking needs and resources within a multi-partnered environment.

Further, the PCN Liaison helps ensure that EQI leadership and Community and Regional Liaisons are equipped with required information to successfully engage local and regional stakeholders in advancing the development of an integrated system of patient care through Primary Care Networks.

Responsibilities include : creating and developing project plans; stakeholder relations and communications; managing and monitoring timelines and resources; and project reports.

  • Having completed a graduate university degree AND / OR recognized professional designation in a specialized field, AND up to six years of progressive experience
  • Having an equivalent level of related work experience in-lieu of post-secondary education.
  • Public engagement training, project management and change management training and experience is an asset.
  • Detailed knowledge of the BC health care system, issues and trends is preferred.
  • Experience leading complex and adaptive change, including implementing and coordinating provincial initiatives
  • Proven ability to collaborate critically with peers inside and outside the organization to achieve initiative success.
  • Effective communication and presentation skills, as well as strong written skills including proven ability to develop clear, concise and comprehensive reports and other documents.
  • Strong diplomacy, collaboration skills, and conflict management capabilities.
  • Experience with budgetary responsibilities including budget development and monitoring.
  • Excellent computer skills required including word processing, spreadsheets, and project management software.
  • Valid driver’s license and car, along with willingness to travel BC and be flexible accommodating evening meetings, overnight stays and home based working.
