About the role

Under the direct supervision of the Director, Information Technology and Information Management, the Manager, Information Management, is responsible to implement programs that support Information Management (IM) strategic and operational plans and priorities.

As the Manager, Information Management, you will :

  • provide oversight and guidance on Information Management services and systems ensuring they meet Council requirements and operational needs
  • develop and implement Information Management governance, policies, procedures and best practices
  • act as a role model through ethical behaviors and actions
  • provide leadership to team members and colleagues, facilitates career development and high levels of engagement through clear communication to influence and inspire
  • determine goal setting and provide timely performance feedback
  • ensure empowerment, shared responsibilities and productive collaborations
  • define functional, usability, reliability, performance and support requirements for the Council’s systems
  • apply technology skills and expertise in the development and support of systems, procedures and change requests
  • ensure that quality assurance is achieved and that all changes conform to legislative obligations and to the Canada Council policies and procedures
  • research new technology and processes and recommend changes to systems and services
  • perform technical reviews of vendor solutions to evaluate their feasibility and fit into the Canada Council’s procedures and systems;
  • and perform other related duties.

    You may be required to travel up to 10 days per year and on occasion, work irregular hours. The duties of this position require the direct supervision of eight (8) employees.

    This position is located in Ottawa.

    Basic requirements of the position


  • An undergraduate degree in business administration, computer science, data science, information science or related field
  • Professional certification related to information and / or project management would be an asset
  • Experience

  • Five (5) years of experience directly related to the principal responsibilities of the position.
  • Two (2) years of experience in supervisory role.
  • Previous experience in defining, developing and managing comprehensive Information Management (IM) programs and services
  • Previous experience in leading the development and implementation of innovative transformation initiatives
  • Previous experience in the following domains would be an asset : as data warehousing, business intelligence, data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, records management, regulatory compliance, and enterprise architecture.
  • Knowledge

  • Knowledge of Government of Canada Open Government, Information Management, Information Technology and Security landscapes including : strategy, legislation, policies, procedures, standards and best practices
  • A strong understanding of current trends in the use of records and information management technology
  • Knowledge of digital strategies, content management, and data and analytics
  • Knowledge of risk management, compliance and policy administration practices applicable to information management, access and protection of information
  • Knowledge of IM technologies including GCDocs, Office 365 and SharePoint
  • Skills & Competencies

  • Bilingual Requirements

  • This position requires the use of both official languages. The requirements in the second official language are : an advanced level in oral and reading comprehension and an intermediate level in writing.
