The Senior Commissioning Oversight Manager oversees multiple teams delivering a commissioning oversight program to ensure the quality and effective integration of projects into building operations and maintenance.
The Senior Commissioning Oversight Manager manages all aspects of the commissioning oversight services for the PDS & OPDS projects and works with technical and professional staff, consultants and contractors.
KEY DUTIES & RESPONSIBILITIES

Specifically, these responsibilities include but not limited to :
Full involvement with recruiting talent
Provides mentoring, coaching and guidance to all team members
Objectively recommends compensation adjustments
Manages all aspects of performance including internal audits and performance reviews.
Works with the team to ensure continuous improvement of commissioning oversight service delivery.
Ability to interact with other internal departmental leads.
Proven track record in resolving complicated relation, technical and process issues.
Commissioning Oversight Service Delivery
Coordinates both programs of project work i.e. Project Delivery Services - PDS (
First point of contact with Project Directors of the PDS & OPDS program and with Portfolio Managers (Property Management Services - PMS).
Responsible to identify key personnel to provide support to OPDS projects.
Single point of accountability for commissioning, the Commissioning Oversight Program & the Commissioning Oversight Managers and Specialists.
Ensures consistency with CSA Z320 Building Commissioning Standard & PSPC commissioning policy & guidance documents.
Specifies in-scope activities for commissioning projects required to be monitored by Commissioning Oversight Specialists.
Monitors and trains Commissioning Oversight teams to ensure commissioning activities are performed according to the Commissioning Oversight Program.
Develops documentations outlining findings, operational & system programming changes performed.
Performs continuous quality reviews.
Supervises periodic quality audits.
Assesses team performance in delivering the commissioning oversight program.
Develops & executes training programs to further increase the effectiveness of teams and individuals.
Conducts yearly review of project load for each NCR portfolio and identifies requirements for additional staff.
Supports program within the portfolio for procedural development / review, regulatory and environmental compliance, communications management, risk management and training program review related to supported projects.
Leads commissioning team meeting on a bi-weekly basis with all COMs in the NCR region.
Supports commissioning oversight teams in internal and external conflict resolution.
Communicates with National Manager - Commissioning, Portfolio Managers, Technical Managers, Property Managers and Building Trades on requirements, deliverables and status of commissioning oversight program for the portfolio.
Communicates on a regular basis with all project directors in the NCR ensuring issues are addressed in an effective manner.
Participates with National Commissioning Working Group meetings and process development.
Participates into the development of the BMP development program in the NCR region.
Completes reports as required and always maintains positive and effective client and BGIS communications.

KNOWLEDGE & SKILLS
University degree in related field, engineering preferred
10+ years’ experience in Building Maintenance Operations preferred
Building Automatization Control, design and construction industry experience considered an asset
Strong writing and verbal communication skills in French and English
Effective public speaking skills
Strong analytical and problem-solving skills
Ability to develop, analyze and understand complex processes
Sound judgment skills based on observation of objective evidence
Demonstrated experience in leading professional teams
Previous Management experience is considered an asset.
Bilingualism in French and English is required for this position
Licenses and / or Professional Accreditation
Certified Building Commissioning Professional (CBCP), Certified Commissioning Professional (CCP) or equivalent certification considered an asset
