The Risk Manager takes a leading role in the implementation of the risk management process across a large $43B Transit and Rail Program.

This individual is responsible for ensuring the consistent application of the risk management process by both the Client Delivery Teams and the various embedded Risk Analysts.

The Risk Manager will play an active role in process refinement / improvement and the development of detailed quantitative risk analyses (both cost and schedule) to support Client needs, including assurance of analyses produced by the embedded Risk Analysts.

The incumbent in this role is expected to have the experience and technical acumen to act as a counterpart to the Head of Risk Management when required in respect to Risk Team management matters and interface with the Client Senior Executive Chief Executive Officer, Chief Capital Officer, Executive Vice Presidents etc.

Additional areas of responsibility include interface with the Client’s Corporate Risk Management function, resourcing, identification and application of relevant industry best practice, interface with other Project Controls Leads to ensure delivery of a holistic service to the Client and the training / development of junior risk management resources.

A key resource in strengthening overall Client risk management acumen and ensuring adherence to the risk management process through a variety of tasks, including :

  • Leading application of the six-step risk management process including risk analysis, mitigation planning & control and reporting.
  • Assists in the continuous improvement of the risk management process drawing on previous experience and industry best practice.
  • Regular interface with Executive resources, both internal and Client, in respect to quantitative analysis, reporting and Corporate / Program / Project-level risks.
  • Leads risk workshops as-required and at all levels, including with Executive-level resources.
  • Assist the Head of Risk Management in the training and development of junior risk management resources.
  • Development and assurance of detailed quantitative risk analysis models (both cost and schedule) to support options analysis, Client commercial decision-making, contractual risk-transfer strategies, inform the setting of appropriate project-level contingency (both cost and schedule) and to support the agile use of contingency on a programmatic basis (e.g. drawdown).
  • Takes a leading role in the day-to-day management of a high-performing team of 10 - 15 dedicated risk management resources.
  • Ongoing audit and assurance of Corporate / Program / Project-level risks data.
  • Development, authoring and delivery of appropriate training for both internal risk management team resources and the Client.
  • Development and iterative refinement of risk management process documentation (e.g. QCRA & QSRA templates).
  • Highly versed in risk management theory, principles and practice
  • Highly versed in broader project controls theory, principles and practice
  • Highly articulate with practiced presentation and facilitation skills
  • Excellent people skills and ability to communicate / interface effectively with Senior Executive Client resources (e.g.
  • CEO and CCO) and external stakeholders (e.g. Government representatives)

  • Demonstrable technical risk management acumen including the building and running of detailed quantitative cost and schedule risk models and the interpretation of analysis results
  • Excellent writing skills with experience authoring technical risk management documentation processes, procedures, plans and policies
  • Problem-solving ability and comfort working with minimal supervision
  • Demonstrable experience of reasoned decision-making in high pressure and paced environments
  • Ability to engage and influence a wide variety of Project / Program resources including but not limited to, Engineers, Project Controls Professionals, Project Managers, Client Leaders and External Stakeholders
  • Qualifications

  • Bachelor’s Degree in a relevant field (e.g. Engineering, Construction Management)
  • Ten to fifteen years’ experience in a Risk Management related role
  • Five to ten years’ experience in a civil infrastructure / construction project context and / or a program management / project controls environment
  • Experience in a public-sector Risk Management role
  • Active member of the Project Management Institute
  • Relevant Risk Management qualification from a recognized Institution
  • Excellent MS Office skills Excel, Word, Powerpoint
