Reporting to the Chief Risk Officer, the Manager, Compliance & Risk is the leader for ACU’s compliance and risk management processes.
The Manager coaches, mentors and develops a team of compliance and risk officers with emphasis on all areas of risk as well as monitoring and reporting, while maintaining a focus on service standards provided to all divisions of the organization.
As the Deputy Anti-Money Laundering Officer, the role is responsible to ensure compliance across the organization with the Proceeds of Crime and Terrorist Financing Act as well as the Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standards (CRS).

Acts as a subject matter expert, consulting on organizational projects and initiatives
Accountable for team results and service levels, standards and ensuring team capabilities support the delivery and execution of projects, initiatives and operational plans
Receives and resolves escalated and complex matters referred by team members and business partners
Continuously and actively seeks efficiencies through automation and process improvements
Manages vendor and external stakeholder relationships, works within professional discipline with external experts or specialists
Maintains current and relevant knowledge of industry trends, legislation, the regulatory environment, risk management and fraud prevention

Enterprise Risk Management
Responsible and accountable to implement and assess the Enterprise Risk Management process within all divisions across the organization and to develop and maintain ACU’s focus on Enterprise Risk Management
Identifies, defines and manages risk factors at the department and organization levels within area of expertise
Operational Risk Management
Responsible and accountable to implement and oversee the corporate business continuity plan and work with all divisions to develop and maintain appropriate business continuity plans
Compliance & Control
As the Deputy Anti-Money Laundering Officer, responsible and accountable to maintain an expert level of knowledge regarding FINTRAC regulatory requirements and to mentor, coach and develop staff to ensure requirements related to the Proceeds of Crime and Terrorist Financing Act are understood and followed
Responsible and accountable to ensure compliance with the Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standards (CRS)
Responsible and accountable for tracking, measuring and reporting regularly on frauds and to monitor fraud and forgeries and provide reports and trending to executive management
Builds and maintains a risk aware culture in a multi-regulatory environment
Develops and ensures development of operational and organizational policies, processes, systems and procedures providing an advanced level of technical expertise within that area of knowledge
Review, determine and implement branch cash limits, monitor and provide recommended changes to branch limits when required
Responsible and accountable to ensure ACU maintains appropriate insurance coverage, including property and casualty, bonding, and liability
Responsible to review and approve insurance claims, including those pertaining to fraudulent activities
Review and approve or recommend write-offs as they pertain to fraudulent situations
Ensures compliance with all internal control policies and procedures, and all regulations, by-laws, standards, policies and procedures
Monitors and ensures appropriate internal control procedures are followed, tracked and reported on as required
Identifies potential weaknesses in the design and / or operation of controls and makes recommendations to develop and implement enhancements to internal controls and reporting
Reviews, evaluates and introduces new risk procedures ensuring activities conform to policies, procedures, legislation and regulations
Provides factual reporting to Law Enforcement Agencies, regulators, insurance providers as well as the court system as required
EDUCATION AND EXPERIENCE
This position requires a degree or diploma and five to seven years’ experience in management and fraud, branch operations, operational risk, proceeds of crime, Anti-Money Laundering, back office management, fraud prevention, audit and / or compliance.
Relevant risk management and compliance certifications are an asset.

Understands the business and is knowledgeable in ACU’s current products, services, operations philosophies and principles
Maintains, manages and exchanges highly complex, confidential and / or sensitive information and resolves broad professional area and / or department-wide issues which potentially have an organization wide impact
Effectively handles highly non-standard courses of action or with broader impact issues to all or any level(s) of leadership
