Position Purpose Summary :

This position brings life to the mission of The Salvation Army through multi-faceted responsibilities which include the Pathway of Hope and Trustee programs and support of other general Community and Family Services programming.

Pathway of Hope is an integrated mission case management framework, and the work of this position supports the organizational desire to move from transactional distribution services toward relational and transformational ministry.

This position provides casework services through a collaborative approach in which ministry units partner as stakeholders in serving the community.

Through a referral process, this position offers mobile casework services to all CFS ministry units in Southern Saskatchewan.

The position is based out of the Regina Haven of Hope office and meets with participants in person and via video conferencing, travels to ministry unit locations throughout Southern Saskatchewan, as necessary, and sometimes engages with participants in public settings or in homes, as appropriate.

The Regional Program Caseworker, along with other local Team members, will journey with participants to reach their goals and build hope for the future.

This position supports ministry unit integration and encourages the delivery of spiritual care services by each ministry unit team.

This position also works with ministry units to produce and promote opportunities for corps members and volunteers to get involved with supporting families.

The Trustee program provides direct casework, fostering a welcome, client focused environment and communication while supporting clients within the budget management program in accordance with contract obligations, policies, and procedures.

This position also provides support as needed to the general Community and Family Services programing of Haven of Hope, as part of a team in the areas of : emergency client assistance, community feeding programs, community referrals, seasonal programs and other programs that are developed to meet the basic human needs of clients and the community.

This is a full-time fixed term position at 37.5 hours per week. The term runs from October 17, 2022 to December 22, 2023.


  • Ministry Unit Coordination Pathway of Hope Program :
  • Serve as the primary caseworker and key contact for Pathway of Hope in the Southern Saskatchewan region
  • Work with each ministry unit to form a local Pathway of Hope team including Officers, employees, congregation members, volunteers, and community partners, to work with participants from a holistic perspective
  • Provide client intake and assessment to Pathway of Hope participant referral and enrollment processes
  • Work with the Pathway of Hope participant and ministry unit teams ongoing to coordinate goal setting and action plans
  • Connect with each ministry unit location (via phone, video conference, or in-person) to coordinate community linkages, referral and enrollment processes, and any reporting requirements
  • Facilitate ministry unit access to the services of the THQ Pathway of Hope team including case consultation and technical assistance, training and development, and evaluation and reporting
  • Ensure program policies and procedures are followed to maintain integrity, accountability, and program outcome measurements
  • Attend and participate in trainings and meetings as required by the Ministry Units, Divisional and Territorial Headquarters
  • Ensure consistent communication by participating in regular meetings and conference calls with Pathway of Hope teams, divisional personnel, and the THQ Pathway of Hope team
  • Connect regularly with the Area Commander to provide progress reports and request any necessary support
  • Connect with the THQ Pathway of Hope Regional Coordinator (virtually or in-person) at least monthly to discuss participant progress and team functioning
  • Collaborate with the THQ Pathway of Hope Regional Coordinator to promote and organize training opportunities
  • Direct Case Management Services Pathway of Hope Program :
  • Engage and build rapport with the target population
  • Maintain a regional caseload of 12-18 participant files
  • Perform all aspects of the case management process using the Pathway of Hope framework (pre-screening, intake, assessment, goal planning, action, transition, and follow-up)
  • Develop goal plans with each participant and schedule regular meetings to review progress and engage in further planning
  • Complete initial and ongoing assessments with each participant
  • Conduct / arrange home visits, as needed
  • Direct Case Management Services Trustee Program :
  • Manage an assigned caseload as required by the Ministry of Social Services contractual obligations and accepted private clients
  • Complete client intakes / discharges and establish and maintain productive communication with clients
  • In cooperation with the Trust client, prepare a monthly budget plan to assist with setting financial goals and develop milestones to ensure income assistance benefits are disbursed in a way that best meets their basic needs
  • Conduct Individual sessions with clients, keeping records as to the nature of each session including discussion with Social Workers and making records available to clients as required
  • Maintain accurate and comprehensive current file records pertaining to income and expenses as well as funds issued
  • Assist clients with the preparation of all necessary forms OAP, CPP Benefits, etc.
  • General Case Management Services & Administration
  • Work with clients to assist them in achieving their maximum possible level of independence
  • Provide information and referral services, assist participants in making linkages and accessing community resources; offer / arrange accompaniment services as appropriate
  • Effectively maintain records to accurately reflect services rendered using all appropriate forms and the Link2Feed client management system, recording detailed case notes for every interaction
  • Ensure confidentiality is maintained in accordance with Operating Policy and applicable legislation
  • Follow direction on the compliance and adherence to Operating Policies and Procedures (i.e. gift cards, vouchers etc.)
  • Performs other duties as assigned
  • Community & Family Services :
  • Meet with clients to assess their needs through the intake process
  • Distribute emergency food, Thrift Store vouchers and transportation vouchers per current operational policies
  • Assist participants with registering for all seasonal programs and services
  • Assist with distribution of available items and donations to all participants, including assistance for seasonal programs
  • Assist with receipt, recording and organisation of food donations
  • Assist with maintaining the tidiness, cleanliness and safety of all areas used by the Community and Family Services, and other areas
  • Assist with new and existing program and service provisions as directed by the Corps Officer
  • Community Networking and Partnerships :
  • Network with other service providers and maintain relationships with community agencies to provide comprehensive services for participants
  • Attend agency and community meetings as needed

    Education, Qualifications and Certifications :

  • Completion of a formal post-secondary / college degree of two academic years in Social Work or other discipline in the Human Services field is required.
  • Experience and Skilled Knowledge Requirements :

  • Minimum 2 years of related experience working with inner city agencies / services and clients
  • Previous experience in social services / mental health setting
  • Experience with program facilitation, administrative duties, and program development
  • Experience performing administrative tasks
  • Experience with community development considered an asset

  • Display competence in developing and maintaining appropriate client relationships and interagency relations
  • Excellent organizational, interpersonal, and communication skills (written and oral)
  • Ability to work in a compassionate, respectful, and non-judgmental manner
  • Proficient in Microsoft Office and video conferencing applications (i.e. Microsoft Teams and Zoom)
  • Accuracy and efficiency in data entry and ability to perform precise statistical analysis
  • A valid Driver’s License and a clear Drivers Abstract
  • Current certification in First Aid / CPR
  • Ability and willingness to travel across Southern Saskatchewan, as job requires - frequent local travel (over 25% of time) between ministry units / corps and to community service provider locations and some travel to ministry units throughout Southern Saskatchewan
  • A team player with ability to work in a compassionate, respectful, and non-judgmental manner
  • Ability to work collaboratively in a team environment and independently to provide necessary information and documentation
  • Detail oriented skills and ability to juggle multiple cases
  • High standards of integrity, judgment, and confidentiality and an ability to model the values and standards of The Salvation Army
