The Department of Health is seeking an individual to join the Pharmaceutical Services Branch as a Senior Program Advisor working in the Fredericton Central Office.

Reporting to the Executive Director, the Senior Program Advisor supports the branch in the creation of new strategies and policy directions related to New Brunswick government-

sponsored drug plans. The Program Advisor provides strategic guidance to the Department of Health's senior leadership regarding the coordination between plans to ensure New Brunswickers continue to have access to prescription drugs in a financially sustainable manner.

The Advisor also supports the branch and the plan administrator in the development of operational policies for the drug plans.

The Program Advisor also plays a key role in implementing Departmental requirements regarding the Personal Health Information Privacy and Access Act (PHIPAA).

Other responsibilties include :

  • Developing policy, legislative and regulatory proposals related to pharmaceutical services in New Brunswick;
  • Implementing policies and procedures to align current operations with future policy directions;
  • Collaborating with other government departments, jurisdictions and external stakeholders to align the branch's initiatives with other governmental or pan-Canadian initiatives.
  • ESSENTIAL QUALIFICATIONS : A university degree in Social Sciences, Public Administration, Health Administration, Economics, Law, or a related discipline, and a minimum of five (5) years of experience in public policy development.

    An equivalent combination of education, training and experience may be considered.

    Written and spoken competence in English is required. Please state your language capability.

    ASSET QUALIFICATIONS : Preference may be given to candidates that demonstrate one or more of the following asset qualifications :

  • Knowledge of drug coverage, drug plan design and insurance concepts
  • Knowledge of legislation specific to the NB Drug Plans (Prescription Payment Act; Prescription and Catastrophic Drug Insurance Act)
  • Knowledge of provincial privacy and consent legislation (Personal Health Information Protection and Access Act)
  • Experience with the health care sector
  • Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

    Salary : $55,406 to $77,402 per annum
