Job Description :
The North Warning System (NWS) is a joint United States and Canadian radar system that includes 47 radar sites spanning the Arctic from Labrador to the Alaska border.
The NWS provides the capability to detect airborne threats across North Americas polar region, providing a command and control capability to the Canadian Air Defence Sector (CADS) of the North American Aerospace Defence Command (NORAD).
Raytheon will provide Operations and Maintenance (O&M) of the NWS system including full care, custody, and control of the entire NWS and its components.
This includes 47 radar sites; five logistics support sites (LSSs), a monitoring and control center, and a radar depot. Key activities include radar, equipment and facilities maintenance / repair;
logistics support; and remote monitoring and control.
Raytheon seeks an Electronics and Communications Systems Specialist to help support the NWS O&M contract.
Responsibilities of this position include, but are not limited to, the following :
Providing technical support on six communication systems on the NWS; Long Communication Network, Automated Weather Observation System, Public Address System, Video Monitoring Network, Private Branch Exchange System, and Remote Monitoring System which includes Programmable Logic Controllers, Remote Terminal Units, and oversight of the SCADA platform in conjunction with Software Engineering
Initiating and investigating system problems and formally document them in Unsatisfactory Condition Reports (UCRs)
Preparing business cases and options analysis to correct systemic issues
Ensuring the currency of all technical documentation and drawings
Preparing standard operating procedures for the supported systems
Establishing training standards and requirements for technicians operating and / or maintaining equipment
Establishing and monitoring sparing levels to ensure maintenance can be performed in a timely manner and not delayed due to a lack of spares
Identifying reliable sources of spares to ensure the serviceability of installed equipment and systems
Assist field technicians in troubleshooting repairs
Identify obsolescent parts and work with engineering and supply chain to source and catalog alternative parts
Monitoring the effectiveness of repair and overhaul of equipment to ensure required standards / quality is met
Perform Root Cause Failure Analysis (RCFA) on failed equipment and systems
Conducting trend analysis for applicable systems and equipment. To include analysis of the system and establish a performance benchmark, acceptable performance deviation thresholds, expected future performance, and in-service performance monitoring metrics
Maintain and monitor the preventive maintenance program for the six systems and create and / or edit existing maintenance task cards
Preparing plans for decommissioning of equipment and / or systems
Job Requirements : Requirements :
Degree, diploma or trade designation in a related discipline.
Minimum of 10 years of experience related to electronic and communication systems.
Ability to obtain an enhanced security clearance and controlled goods.
Individual must enjoy working in a fast-paced dynamic environment.
Good communication skills, both written and verbal, with the ability to effectively interact and problem solve within a team and to external stakeholders (e.g. customers, vendors).
Strong skill set with the Microsoft Office product suite.
Limited travel required but on an as required basis, including small fixed wing aircraft and helicopter in the remote arctic.
Strong knowledge of digital and radio communications, TCP / IP networking, monitor and control systems, and electronic sensor data collection and processing systems, with ability to read and interpret related drawings and manuals.
Strong knowledge and application of codes, regulations and standards in Canada as applicable to the aforementioned systems.
Desirable Skills and Experience :
Ability to function and complete tasks independently, with minimal supervision.
Ability to multi task and prioritize assigned tasks and conflicting deadlines.
An understanding of working collaboratively on a team, and the willingness to be an active and supportive member.
Problem solving and analytical skills with the ability to make recommendations.
Previous experience working with Maximo.
Knowledge of relevant codes and standards is an asset.
Knowledge of encryption and weather observation technologies are an asset.
Experience in project management an asset.
Experience working with geographically dispersed locations.
Cultural awareness, sensitivity and an understanding of work in the Canadian Arctic.
