Reporting to the Manager, Payroll, the Supervisor of Payroll is responsible for leading the administration of the City’s payroll processing operations, and directly manages the work of the Corporate Payroll Coordinators.
Due to Covid-19, most of our offices are currently closed to protect the health and safety of our employees, clients and community.
As such, this position will be required to work remotely for an undetermined period. Once our offices re-open you will report to 300 City Centre Drive, Mississauga .
Duties and Responsibilities
Leads, coaches, hires and develops the Corporate Payroll Coordinators responsible for pay processing, including the oversight and decision-making on hiring, discipline and staff development in line with the City’s Corporate Policies.
Oversees the timely and accurate processing of payroll data for the Company’s 4 payroll runs (Permanent, Temporary, ATU-Transit, CUPE 66 )
Assists the Payroll Manager in enforcing and maintaining Payroll process controls and legislative requirements
Coordinates Payroll reporting statistics and benchmarking for Payroll Manager review.
Ensure job training descriptions and manual are up-to-date for cross-training, rotational support, and backup purposes.
Review and perform audits on Payroll Administrator & Assistants’ payroll data entry in SAP.
Implement changes resulting from collective agreement settlements, corporate policy updates, and employment or pension legislation.
Supports the Corporate Payroll Coordinators with weekly payroll processing, if required, to minimize and / or eliminate the need for overtime.
Provide oversight, direction, problem solving and troubleshooting for all daily payroll operations.
Support the Manager on cross-functional projects and improvement efforts
Develop and implement annual payroll calendars to identify submission dates that align with pay operating schedules annually
Regularly reviews payroll data for discrepancies and variances to ensure payments comply with policies, regulations and collective agreements.
Review reconciled T4 summary before final T4 distribution
Oversee the reconciliation of applicable deductions (e.g. CPP, EI, Income Tax)
Prepare new payroll wage type work requests as required
Periodically review wage type mapping to appropriate cost element and year-end report to align with the legal requirement and union collective agreement
Lead annual reporting processes on behalf of Payroll as directed by the Manager
Skills and Qualifications
A minimum of 5 years’ experience in a payroll service environment
Leadership and Supervisory experience
Certified Payroll Manager Certification (CPM) is preferred.
Strong verbal and written communication skills
Excellent analytical skills and attention to detail
Previous experience using SAP HCM and associated UX software (e.g. Fiori) preferred
Strong technical knowledge of MS Excel and other Office applications is required
Broad knowledge of Tax legislation, Record of Employment ROE legislation, Worker Compensation guidelines and other relevant Canadian legislation.
Experience in unionized environments and a comfort in applying the terms of a collective agreement
Strong experience in a defined benefit pension environment
Experience and a proven track record in implementing technology and process improvements
Hourly Rate / Salary : $ 80,638.00 - $ 107,518.00
Hours of Work : 35 hours per week
