Position Summary

Reporting to the Chief Administrative Officer, the Commissioner, Corporate Services is a dynamic visionary leader who provides strategic direction to a diverse portfolio of departments and services that includes : Human Resources & Organization Development, Facilities Management & Construction Services, the Office of the City Solicitor, the Office of the Clerk, Fire & Rescue and Information Services & Technology, with the potential for expansion to include Communications & Customer Experience.

The Commissioner is a results-oriented community champion who is a strong corporate team player, an experienced leader and professional administrator with a passion to improve operational effectiveness and efficiency, improve customer service and deliver results.

As a member of the Corporate Management Team (CMT), this position is responsible for integrating strategic planning, operational activity, and community planning, to lead and facilitate the development of corporate strategies and policies.

The Commissioner, Corporate Services is committed to ensure that the city’s mission, vision, and values, and council priorities are incorporated into municipal activities and services.

Key Responsibilities

Act as the primary resource in the administration of Master Plans for Corporate Services

Develop and implement goals and objectives and communicate key linkages to enhance the effectiveness and efficiency of service delivery to internal stakeholders and citizens

Influence, facilitate and communicate unity of purpose and direction in support of changes required to achieve strategic objectives

Establish accountability framework and monitor results to ensure corporate performance objectives are being achieved

Demonstrate sound analysis and creativity to use resources effectively, plan for changing economic issues and customer demands, and ensure long range fiscal planning is in line with the Corporate strategic direction

Identify opportunities and take action to cultivate networks and build strategic relationships with all key stakeholders in order to advance the priorities of the Corporation

Align the various departmental plans, initiatives, measures and targets within Corporate Services to the corporate strategy and rigorously monitor progress toward achieving corporate priorities and goals with sustainable results

Inspire, empower and challenge teams to achieve desired results

Initiate and drive organizational and cultural changes as required and adapt to changing demands, technology and internal initiatives

Drive new approaches to improve results by fostering a learning culture environment that transforms systems and services

Encourage innovation and apply change management methods to support organizational change initiatives


Strategic Decision Making - Regularly make timely decisions that take into account the facts, goals, constraints and risks for the group and across the organization.

Determine the long-term organizational vision, leadership and strategic direction for the group. Oversee the implementation of operating plans and goals.

Manages risks and opportunities for success. Ensure corporate strategies are at the forefront of decision making and actions.

Service Quality - Build relationships with internal and external stakeholders to foster a customer focused culture. Set and improve service delivery standards and performance metrics to deliver against the short and long-

term corporate plans and deliver on Council’s priorities.

Driving Execution - Set challenging goals for self and the group. Define and communicate strategic priorities to ensure understanding.

Align cross-departmental plans, initiatives and methods of measurement. Monitor progress toward achieving corporate priorities with sustainable results.

Hold self and others accountable for achieving results.

Building Strategic Partnerships - Lead and inspire a culture of collaboration and partnership. Foster the sharing of expertise and resources.

Understand interpersonal and political dynamics and take positive action to support decisions to resolve conflict in a way that addresses the issue, dissipates the conflict, and maintains relationships with internal / external partners and Council.

Identify opportunities and builds strategic partnerships within the group, across the organization and with external stakeholders to help achieve corporate priorities and objectives.

Building Organization Talent - Actively support and participate in the learning and growth of others. Provide timely and constructive feedback for development guidance.

Empower others to excel in their current or future job responsibilities. Identify and develop successors and a leadership team with diverse capabilities.

Corporate Leadership - Embody and inspire teamwork, respect, integrity and pride. Provide clear, timely and transparent communication.

Work effectively through complex key issues, drive new ideas, intelligent risk taking and innovative approaches. Lead the organizational changes needed to adapt strategically to the evolving needs of all stakeholders, advancements in technology and council priorities.

Fiscal Responsibility - Accountable for and oversee the budget for the group. Implement strategies to achieve operational efficiencies, value for money and sustainability of human, financial and environmental resources.

Link budget to strategic goals and ensure optimal service outcomes are in alignment with performance targets and expectations.

Qualifications, Competencies

Degree in a Business Administration, Public Administration, Finance & Economics, Law or related program

10 years progressive senior management experience with responsibilities for leadership and direction, strategic business planning, fiscal accountability / sustainability and human resource management in the public sector

Progressive management experience with responsibilities for the strategic leadership of a range of municipal programs and services (e.

g. administrative services, facilities management, emergency services, strategic initiatives and others as determined by the needs of the corporation)

Leadership experience in a unionized setting is required

Skills, Abilities, Work Demands

Demonstrated understanding of single tier municipal services

Highly developed analytical and business planning skills with a proven track record for long term visioning, planning, and budgeting

Ability to manage financial, human and physical resources in a collaborative manner

Ability to effectively respond to emerging opportunities and risks

Demonstrated knowledge of applicable legislation, employment practices and standards, municipal government, industry standards

Excellent communication and public relations skills

Demonstrated political acumen and the ability to build business relationships, resolve conflicts, negotiate, mediate, facilitate and deliver information to a wide variety of audiences

Ability to balance objectives with current organizational needs

Strong computer skills including using MS Office

Knowledge of, and demonstrated ability in change management design, process and implementation strategies to optimize both quality and cost effectiveness of service delivery

Excellent organizational and time-management skills and the ability to prioritize work

Ability to define objectives, formulate strategies, set goals, monitor and measure to achieve objectives

Required to obtain and maintain a satisfactory criminal record check at candidates’ expense.
