The Role :

As the Director, Financial Planning and Analysis, you are responsible for planning, directing, monitoring, continually improving, and ensuring the effectiveness of all financial planning and budgeting, reporting, and analysis for CLBC.

You will contribute to the strategic development and management of CLBC by providing effective stewardship of the financial planning and analysis processes and support functions.

Key areas of responsibility include :

  • Financial planning and the development of the annual operating and capital budget
  • Forecasting, monitoring, analysis and reporting of financial performance throughout the year
  • The development and application of the requisite tools, policies and procedures to support the functional financial planning, analysis and reporting infrastructure
  • The development and maintenance of the accountability framework with the Ministry of Social Development and Poverty Reduction
  • The development of funding proposals and Treasury Board submissions to support strategic and service plans
  • Financial reporting to the Ministry and Treasury Board in accordance with the accountability framework and other government requirements
  • The maintenance and optimization of CLBC's service provider contract costing templates including the design and implementation.
  • The ideal candidate has :

  • Demonstrated financial planning, monitoring, analysis and reporting expertise
  • Comprehensive technical expertise, process management, analytical and evaluation skills and business acumen
  • A demonstrated ability to strategically and creatively solve complex problems using negotiation, facilitation and conflict resolution skills within a dynamic and changing environment
  • A demonstrated ability to coach, motivate, develop, and inspire others
  • Strong written and oral communication skills including the ability to prepare clear and concise reports and the ability to speak in public forums
  • Excellent interpersonal skills including tact, diplomacy, integrity and patience
  • The ability to adapt information to the interests and understanding of staff, managers, directors and contracted agencies.
  • A demonstrated ability to establish, develop and maintain effective cooperative working relationships with internal and external stakeholders, including contracted agencies, staff, managers and senior management and a commitment to diversity and inclusion
  • A demonstrated ability to work independently, with a high degree of initiative and judgment and in collaboration with others
  • Qualifications :

  • Undergraduate degree in a related field (e.g. commerce, accounting, finance, economics) and a CPA professional accounting designation, or a graduate degree in business / finance
  • Minimum of seven years' experience in relevant financial positions with progressive responsibility managing and leading staff in a complex organization, preferably in a unionized environment
  • Advanced technical computer skills in spreadsheet and database usage
