The main responsibility of this role is to lead and manage end-to-end planning & delivery of the Smart Network project to meet stakeholder expectations, while remaining within the approved scope, time and budget.
This role will also drive the quality and adoption of an operations research solution that creates and captures value for CN.
This role is responsible for building, monitoring, and controlling an integrated project plan to ensure that it is delivered according to CN PMO standards.
They will ensure the plan is appropriately detailed, structured with all the right dependencies, and tailored to meet milestones while managing resource capacity & budget, by using MS Project and accompanying internal tools.
As the delivery of Smart Network is reliant on both internal CN I&T and Operations resources, as well as external development vendors, the Expert Program / Project Management will manage a multi-lateral delivery plan in an agile approach.
The Expert Program / Project Management will regularly communicate and review the integrated plan to all relevant stakeholders, including the Project Lead and Product Owners, so they are aware of the delivery dates and can act accordingly to meet them.
The person will also be responsible for escalating issues and presenting status updates to CN executive sponsors.
Creation of Detailed Integrated Project Plan
Develop the integrated project plan, which includes aggregating the individual timeline, budget and resource plans from two primary delivery partners to the internal CN resources required to support delivery
Align stakeholders to the proposed plan to ensure buy-in and present delivery plan to CN executive during Steering Committee meetings
Request and acquire internal I&T resources to build out the internal project team
Oversee and guide the creation of statements of work (SOW) for each vendor’s scope and champion internally for approval
Perform risk management planning, identification and analysis to define a risk response plan
Manage & Execute Project Plan
Own, execute and oversee project plan by : monitoring progress of key milestones / deliverables against project planensuring project remains on scope, on time and on budgetensuring deliverables are complete and of high-quality to foster adoption and drive strategic decision-makingensuring the integrated schedule is continuously maintained and optimised
Manage key delivery vendor partners by ensuring they work in a way that is consistent with the global integrated project plan
Analyze impacts of projects interdependencies, issues and risks to proactively find and implement risk mitigation strategies
Publish regular updates and reports as per the PMO standards & Governance frameworks
Manage and ensure team collaboration, even in a remote work environment setting (through COVID-19 restrictions and beyond)
Apply, and ensure compliance with all appropriate CN IT standards (eg. Security, Architecture, Project Delivery Methodology, SOX, etc.)
Articulate and communicate objectives, requirements, expectations, concepts, issues and progress to the team, senior management and executives, as well as other internal stakeholders
Establish and lead project governance cadence at both a tactical (day-to-day) and strategic (steering committee) level
Lead the preparation of executive steering committee meeting agenda and materials
Prepare weekly project status reports and monthly financial reports, including YEO for internal communication
Lead business case development (and subsequent revisions) through required internal approval processes
Work with the Sr Expert, Portfolio Management to drive the adoption and value realization strategy by ensuring deliverables are used for consistent analysis that inform and drive decision-making
Ensure successful completion of the project deliverables and transition to core support
Located in Edmonton, AB (preferred) other permanent locations (ex. Montreal HQ) are acceptable if combined with ability to travel regularly to Edmonton
More than 7-10 years of IT project management experience leading large I&T projects (>
5M$) with demonstrated experience leading distributed agile teams
Solid experience and knowledge of complex IT solutions
Demonstrated delivery results in multi-vendor programs and projects
Experience managing strategic cross-functional programs
Experience in projects leveraging Operations Research, statistical or mathematical models
Education / Certification / Designation
Bachelor degree in Business Administration, Computer Science, Information Systems, or equivalent area requirement
PMP certification requirement
Masters degree in Business Administration, Computer Science, Information Systems or equivalent area asset
PMP certification (Agile) asset
Demonstrated ability to successfully plan and manage complex, large-scale projects throughout their entire lifecycle
Proven ability to address problems associated with bottlenecks & constraints and prioritize items given conflicting requests and limited resources
Ability to organize and prioritize coordination of multiple assignments
Able to adapt communications / messaging to the right audience, from core project execution team to executive level
Able to be action-oriented, self-motivated and proactive
Technical Skills / Knowledge
Advanced knowledge of planning techniques (work breakdown structure, product breakdown structure, earn value analysis, etc.
and project management tools (MS-Project, Excel)
