Main Purpose and Function
The Data Analyst supports the Vacancy Tax team in identifying, collecting, validating and transforming data with the purpose of allowing the Vacancy Tax Team to utilize data driven decision-making.
The Analyst works with system users and technical staff to refine and expand the department’s operation. This position is vital to the successful implementation of system developments and enhancements and includes the following responsibilities : conducting user testing, analyzing applications, and providing advice and assistance on the use and application of computer procedures, as related to the work of the Vacancy Tax.
Specific Duties / Responsibilities
Works with Manager, Vacancy Taxation in order to determine the data requirements for projects and identify best practices for data collection and storage.
Obtains an understanding of business processes, including property tax and vacancy tax.
Extracts requirements from Manager, Vacancy Taxation and Planner II Long Term and Strategic Planning by actively listening and comprehending complex information and identifying data to meet those requirements;
Develops, implements and maintains appropriate measurement plans to enable collection of data
Identifies data trends; interprets and explains data and presents in a suitable format
Collect data manually as required
Collects, assembles and summarizes data and prepares charts, graphs or statistical tables as required
Tests and ensures final format of online and paper declaration form is functional
Manages database for notice to declare roll and exclusion list
Develops data collection systems and other strategies that optimize collection efficiency and data quality
Proactively assesses the quality of data captured
Prioritizes data and information requests
Designs and develops relational databases for collecting data
Liaises with the IT team and be a subject matter expert for specific master data entities
Liaises with users and technical staff regarding required software development and / or enhancements, project schedules, test results, department standards, and a variety of related matters;
ensures that users’ requirements are accurately stated and conveyed to technical staff.
Reviews and analyzes the results and performance of program developments and enhancements; verifies the accuracy, completeness, and impact of system changes from a user perspective;
identifies problems and / or inconsistencies; documents and discusses program results with superior or technical staff.
Designs and conducts user tests on new or revised programs; selects data for testing, tracks transactions through related reports and / or procedures to ensure programs execute correctly with other system modules.

Minimum Position Requirements
Education and Experience :
Bachelor’s degree or equivalent in Economics, Business, Business Analytics, Mathematics or related field of study plus considerable experience with developing, implementing and maintaining data collection systems or an equivalent combination of education and experience.
Experience utilizing data modeling i.e. BI, Qlik, SQL or Visual Basis
Knowledge, Skills and Abilities :
Considerable knowledge of problem definition and solution techniques applicable to the work performed.
Considerable knowledge of current legislation and regulations and the ability to interpret other legislations.
Sound knowledge of computer based information systems and applications as related to the work performed Working knowledge of basic statistical methods.
Strong analytical, research and problem-solving skills, and the ability to reason through complex issues containing competing interests
Strong ability to multi-task and the ability to work autonomously and under time constraints.
Ability to obtain data using ERP systems (including SAP, POSSE, Tempest, and Lagan), interviews, document analysis, surveys, site visits, etc.
Ability to review, analyze, and report on the performance and results of computer program development and enhancements and to identify problems and / or inconsistencies and communicate same to superior or technical staff.
Ability to design and conduct user tests and ability to provide advice on new or revised programs and to develop report reconciliation procedures, as required.
Ability to prepare and maintain a variety of reports, plans, documentation, and records related to the work.
Ability to communicate effectively orally and in writing.
Ability to handle sensitive personal information
Ability to prepare, analyze and interpret statistical and narrative data.
Excellent interpersonal and communication skills to deal tactfully and effectively with the public, team members, and other staff
Excellent attention to detail Expert in Excel data analysis and data visualization tools (pivot tables, charts, look up tables)
Proficiency in writing queries in VBA, Qlik and Sql
Proficiency in using MS Office Suite
Ability to develop and maintain SharePoint sites
Ability to collaborate and work effectively across internal (inter-departmental) functional areas and communication successfully in both direct and indirect reporting relationships
Ability to manage multiple activities simultaneously and complete on schedule
