Acts as a member of the senior HR leadership team, providing input to development of over-arching human resources strategy for the enterprise, and sharing accountability for divisional achievements.
Provides senior leadership to development, implementation and management of enterprise-wide total rewards programing including payroll services for TransLink, CMBC and TSML.
Shares accountability for supporting and promoting the effective delivery of HR services through the HR business model.
Acts as a member of the senior HR leadership team, providing input to development of over-arching human resources strategy for the enterprise, and shares accountability for divisional achievements.
Leads development of departmental goals, objectives, strategies, plans and budgets, ensuring alignment to HR’s enterprise strategies and objectives.
Leads a team in the development, implementation and management of specialized programs, services and initiatives across the enterprise, including compensation, salary administration, organization design, job design / evaluation, pension, and benefits for all groups, and payroll for TransLink, TSML and CMBC.
Develops and recommends HR program-related policies with enterprise-wide impact.
and delivers related strategic expertise and advice to leaders at all levels, with emphasis on exempt and executive compensation matters.
Ensures the necessary controls are in place to identify and mitigate risks, and ensure compliance with policies and regulatory requirements, particularly as they pertain to payroll.
Maintains awareness of changing regulatory requirements, and also ensures all payroll-related practices and reporting address strict scheduling requirements.
Builds relationships with senior business leaders and provides a senior level of counsel and delivers presentations / reports to the TransLink Executive, HR Committee of the Board, and the Board of Directors, collaborating with or acting on behalf of the VP Human Resources.
Alerts all key stakeholders to emerging issues and risks, and recommends strategic, corrective action.
Leads external research to maintain awareness of emerging trends and best practices in all aspects of total compensation and payroll, and determines potential application for enterprise programs and initiatives.
Ensures programs and initiatives are effectively driven out through appropriate concepts, principles and best practices.
Manages, develops and coaches a team of reporting compensation, pension, benefits and payroll practitioners, and also oversees all people management for staff in reporting areas.
Performs related duties in keeping with the purpose and accountabilities of the job.
Education & Experience :
The requirements for this job are typically acquired through a degree in business administration or human resources-related field, plus achievement of Certified HR Professional (CPHR) and / or Certified Compensation Professional (CCP) designation and / or Certified Payroll Manager (CPM) designation, and 10+ years of progressively responsible HR practitioner and management experience in a large, complex unionized environment or an equivalent combination of education and experience.
Other Requirements :
Expert knowledge of the concepts, principles, practices and techniques pertaining to all disciplines of the human resources field, with emphasis on compensation, organization design, job design / evaluation, and payroll
Expert interpersonal skills, with ability to address the sensitivity of compensation and other related issues; and to provide senior level of counsel and deliver presentations to the TransLink Executive and Board
Expert planning and organizational skills to develop and implement enterprise-wide strategies, programs and initiatives
Advanced leadership skills to provide enterprise-wide leadership on designated HR strategies and programs
Advanced problem solving and decision-making skills to provide senior level of counsel in the resolution of sensitive issues
Expert knowledge of all relevant acts and regulations to ensure compliance
Solid knowledge of systems and related products in support of reward and payroll programs and services
Knowledge of the public transportation industry
