The Enterprise Systems Transformation Program is a multi-year initiative that will implement a single, modernized, core enterprise resource planning software solution.
The Enterprise Systems Transformation Program will result in lower software costs for the City of Edmonton, standardize working processes, increase efficiency and result in greater integration between areas such as Finance, Human Resources and Inventory and Warehouse Management.
Reporting to the Branch Manager leading the Enterprise Systems Transformation Program, the Program Coordination Stream Lead is accountable for supporting the end to end management of a complex, corporate-
wide program and related projects and initiatives. The Program Coordination Stream Lead supports the Enterprise Systems Transformation Program by leading the following functions : program monitoring and control, financial management, program status updates and reporting, resource management, Open City and Technology resource liaison, sustainment planning and document management and control.
The Program Coordination Stream Lead is accountable for :
Working in collaboration with the Program Manager and Stream Leads to support the program goals, objectives and planned deliverables in order to fulfill the requirements of the strategy and sponsors
Developing systems and processes to effectively and efficiently manage the program’s financial resources, including prioritization, allocation of funds and resources and monitoring the program's performance
Identifying, managing and mitigating risk to the program and to the City Development and stewardship of relationships that support the success of the program
Participating in steering / advisory committee meetings, and other program-related meetings
Monitoring the status of all program activities
Supporting the procurement and contract processes, including tender documents, review of proposals and bids, and make recommendations for acceptance
Developing program status updates and reports for Council, Executive Leadership Team, Financial & Corporate Services Leadership Team, and others as required
Developing plans for sustainment including the provision of Tier 2 support to all corporate and business units and act as a hub of knowledge supporting the City’s ERP users
Ensuring appropriate program engagement and inclusion of stakeholder groups across the organization
Developing and implementing document management and control activities and ensure proper documentation of projects, including closing, post-
project evaluations and capturing of lessons learned
Leading multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
Leading the design, implementation and continuous improvement of project management processes and practices
Compliance of all applicable policies, directives, guidelines and processes, and ensuring all procedures are complete
Demonstrating the ability to model the Cultural Commitments of Safe; Helpful; Accountable; Integrated, and Excellent, and inspire the same in others
Bachelor’s Degree in Business, Finance, Project Management, or other related disciplines. A Masters Degree would be considered an asset
Additional certification and / or training in financial management; public administration; government relations; project management;
and / or change management would be an asset
A minimum of seven (7) years of progressively responsible project management experience
Experience managing and / or supporting large scale, enterprise-wide technology projects
Demonstrated ability to model the Cultural Commitments
Knowledge of the Municipal Government Act and other related legislation, bylaws and policies
Strong project management skills including an understanding of project management methods and techniques
Demonstrated experience leading multi-disciplinary teams
Proven planning, organizational and problem-solving skills
Experience developing and implementing public and stakeholder engagement processes
Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
Strong verbal and written communication skills, including facilitation, report writing and presenting
Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
Experience managing and working with external consultants
Ability and willingness to delegate and empower others
