Position Summary

In accordance with the established vision and values of the organization, the Lead, Application Development and Integration is responsible for managing a group of software developers and for defining the vision, definition, strategy, and standards of practice for the Application Development and Integration (ADI) team.

The Lead will be responsible for directing the development team in the design, development, coding, testing, and maintenance of applications and integrations.

The Lead will be responsible for reviewing and clarifying customer requirements, providing consultation on solutions, facilitating the resolution of issues, finding efficiencies that will benefit the organization and balancing the availability of development resources based demands of the organization.


  • Supervising Application Development and Integration staff and coordinating daily work activities including :
  • o Assisting in the collection and documentation of user's requirements, development of user stories, estimates and work plans.

    o Providing direction to the Development Team in assessing priorities and establishing work schedules. Provide guidance to the team towards successful project delivery.

    o Providing technical leadership through coaching and mentorship

  • Responsible and accountable for the development and deployment of new applications, systems software, and / or enhancements to existing applications throughout the enterprise including :
  • o Ensuring that projects meet business requirements and goals, fulfill end-user requirements, and support IH’s overall vision and mission.

    o Providing architectural and technical guidance to project managers and programmers / developers.

    o Identifying and resolving complex and / or sensitive system or team issues.

    o Reviewing and analyzing existing application code effectiveness and efficiency and then developing strategies for improving or leveraging these systems.

    o Delivering finished, high quality, and effective software products.

    o Preparing reports, manuals and other documentation on the status, operation and maintenance of software.

    o Participating in peer-reviews of solution designs and related code.

  • Collaborate with business analysts, quality assurance analysts, software developers and software architects to plan, design, develop, test, and maintain software and integration solutions
  • Coordinates and assists with the implementation of IH developed applications within other Health Authority.
  • Participates in provincial governance committees and working groups to develop standards, best practices, and set direction.
  • Responsible for quality assurance activities to ensure high quality solutions, avoid rework, and allow cross-HA implementations.
  • Researches and monitors technology trends such as emerging standards for new technology opportunities in support of IH and ADI imperatives.

    Education, Training, and Experience :

  • Baccalaureate Degree in Computer Science, Business Administration, or a similar field
  • Minimum 5 years’ experience in a technical leadership position (preferably healthcare) including responsibilities for project management, structured systems development, staff development, and supervision across geographically dispersed sites or an equivalent combination of education, training, and experience
  • Experience with various programming languages and standards such as C#, SQL, ASP.NET, HTML, JavaScript, VBScript, CSS and XML.
  • Skills and Abilities :

  • Solid customer, vendor, and consultant relationship management and performance management skills.
  • Experience in managing large teams of Developer in a remote work setting
  • Detailed understanding of the function, process, and integration of information technology in a healthcare environment.
  • Understand / exposed to a variety of software development approaches and methodologies including Agile and Waterfall
  • Excellent communication skills with the ability to communicate clearly and effectively at all levels of the organization and at a provincial level, and possessing political awareness in the health care environment
  • Demonstrated ability to lead, plan, manage, implement, and organize major projects and to problem solve.
  • Demonstrated ability to effectively prioritize and execute tasks in a highly dynamic, fast paced, continually changing environment.
  • Ability to utilize research and experiential knowledge to question and create change and innovation.
  • Proficiency in systems, software, and processes necessary for the position.
  • Physical ability to perform the duties of the position.
