This position contributes to servicing and development of industrial land, and implementation of the City's Growth Strategies.
To be successful in this role you will use your engineering, problem solving, and decision making skills to coordinate and expedite industrial land development servicing for the City and the private development industry.
Your work will result in construction of new municipal infrastructure and the availability of serviced land to accommodate City growth, employment opportunities for citizens, and expansion of the City's tax base.
Key accountabilities of this position are :
Negotiate, prepare, and administer servicing agreements with landowners, developers, and consultants on behalf of the City and private utility companies
Oversee the review of engineering design drawings for the construction of public infrastructure, and ensure all stakeholders requirements have been negotiated and addressed prior to approval
Manage land development projects in eServices and ePlan
Administer offsite levies and other related cost sharing systems for shared municipal infrastructure between benefiting developers and landowners
Investigate and provide information on servicing, levies and charges, processes, and other land development requirements to developers, business owners, engineering consultants, solicitors, real estate agents, City Council, and the general public
Assist the Lead Development Engineer in administering the Revolving Industrial Servicing Fund and the Industrial Infrastructure Cost Sharing Program
Lead in negotiating policies and servicing standards with the development industry, City departments, and private utility companies
Evaluate and adapt normal practices to meet the unique needs and characteristics of industrial development in Edmonton. This includes streamlining approvals when appropriate, mediating on unique issues, soliciting stakeholder support, and developing one-of-a-kind solutions
Contribute to implementation of the City's Industrial Investment Action Plan and other economic development initiatives related to industrial land development
Provide excellent customer service, and develop and maintain strong business relationships with stakeholders to realize desired outcomes within efficient timelines
Supervisory functions for a team responsible for the City’s industrial areas, including supervision of Development Engineer(s), and possibly Technologist(s) and administrative staff
Bachelor's degree in Civil Engineering from a recognized university
8 years’ progressively responsible experience in municipal engineering within the land development and servicing field
Must be a Professional Engineer (P.Eng.) registered with APEGA or with the engineering association of another province in Canada
Excellent written and verbal communication skills
Ability to analyze complex technical problems and make timely decisions
Strong skills in project management, time management, organization, and prioritization of work
Strong negotiation and mediation skills to influence and ontabin agreement between parties with differing interests
Strong supervisory and leadership skills with demonstrated experience
Knowledge of the Municipal Government Act (MGA), the City Design and Construction Standards, and principles of Contract Law
Knowledge of the unique needs and characteristics of industrial land development in Edmonton would be an asset

Salary : $45.465 - $64.950 (Hourly); $87,573.98 - $125,105.68 (Annually)
