Our Safety Division is seeking aDirector, Passenger and Public Safety to provide oversight and promote aculture of safety by leading the development, implementation and evaluation ofbest practice safety programs, processes, and systems to optimize operationaland infrastructure safety management and performance.


  • Provides subject matterexpertise on all key dimensions of passenger and public safety.
  • Directs / Leads operationaland maintenance safety assurance including inspections and auditing for adherenceto safety standards and programs, collecting and analyzing safety data, andmonitoring regulatory compliance.
  • Leads the development andoversees the execution of a medium to long-term passenger and public safetystrategy and infrastructure maintenance safety strategy to align with andenable success of the corporate vision and overall goal.
  • Leads the development,implementation and maintenance of best practice Safe Systems of Work processesfor rail corridor safety management programs and assurance programs to identifynon-compliance and to recommend and implement corrective action (e.
  • g. internalsafety audit, accident investigation, quality check, inspection, and systemsafety certification).

  • Responsible to ensure thatpublic and passenger safety is appropriately integrated into the enterpriseSafety Management System (SMS) across the Safety Division and the enterprise.
  • Orders cessation of anywork or activity posing a potential risk to employees, contractors, and / or thepublic. Recommends changes to methods,equipment, and materials to improve the margin of safety.
  • Oversees the developmentand maintenance of reporting systems and processes to analyze passenger andpublic and infrastructure safety and prepare reports (e.
  • g. incident trends,safety deficiencies, risks, and corrective actions).

  • Collaborates with internaland external stakeholders to ensure synergy and integration across safetystrategies and programs.
  • Drives continuousimprovement by identifying opportunities for innovation in service delivery andtechnology related to safety.
  • Meets aggressive servicedelivery objectives and manages complex project and division activities withinbudgetary limits.
  • Prepares and deliverstimely reporting of financial and performance results (e.g. significant costs,security, safety, human resources, and / or engineering standards and controlsissues) to internal and external stakeholders.

  • Completion of a degree in Safetyor Risk (or related discipline) or a combination of education, training andexperience deemed equivalent.
  • Minimum ten (10) years’progressively senior experience in safety management, preferably within apublic transit environment.
  • Must have leadership / seniorlevel management oversight experience.

  • Must have experienceleading the development of health & safety policies, procedures, processes,tools and training based on industry best practices.
  • Knowledge of businessimprovement processes, performance analytics, and safety assurance (includingaudits) and risk management systems and processes is essential.
  • Knowledge of HumanResources legislation (e.g. Employment Standards Act, Occupational Health &Safety Act, etc.) to monitor and manage employees and contractors, includingexperience in the application of collective agreement provisions.
  • Must have working knowledgeof project management principles and practices.
  • Must have working knowledgeof budget development and management processes.
  • Must have proficiency in MSOffice (e.g. Outlook, Word, Excel, PowerPoint, etc.).
  • Exceptional interpersonaland communication skills (oral / written / presentation) required to promote asafety culture, advise on health and safety matters and oversee the developmentof safety system elements (programs, policies, procedures, processes, tools andtraining).
