The Enterprise Systems Transformation Program is a multi-year initiative that will implement a single, modernized, core enterprise resource planning software solution.

The Enterprise Systems Transformation Program will result in lower software costs for the City of Edmonton, standardize working processes, increase efficiency and result in greater integration between areas such as Finance, Human Resources and Inventory and Warehouse Management.

Reporting to the Branch Manager leading the Enterprise Systems Transformation Program, the Workflow Management Stream Lead delivers on projects through guiding and leading integrated, multi-

disciplinary teams composed of staff from across the City. This includes projects and initiatives related to Enterprise Workflow Management strategy and system rationalization and systems integration, in support of the enterprise-

wide system transformation. This stream will include initiatives to assess and identify rationalization opportunities for a Workflow Management System for niche services such as permits and licensing, pets and wildlife management to name a few.

The Workflow Management Stream Lead is accountable for the end to end management of complex, corporate-wide projects and initiatives.

This includes making operational project decisions, leading staff and project teams who may report to other areas, and making budget and timeline decisions.

  • The Stream Lead is accountable for the successful delivery of assigned projects. This includes owning the responsibility for every deliverable, objective and outcome of the project;
  • exercising influence, collaborating, communicating effectively, mediating issues and problem-solving. Working in an integrated model, the Workflow Management Stream Lead is accountable for :

  • Prioritizing and leading multiple, cross-departmental, complex projects involving a variety of stakeholders
  • Using project management systems and best practices to deliver projects efficiently and effectively Implementing robust and proactive stakeholder engagement plans, activities and processes
  • Collaborating with stakeholders to define the project goals, objectives and planned deliverable in order to fulfill the requirements of the strategy and project sponsors
  • Developing project plans, negotiate resources and plan project activities and timelines
  • Managing, monitoring and reporting on progress and project status and health through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
  • Identifying, managing and mitigating risk to the projects and to the City
  • Developing and stewarding relationships that support the success of the projects
  • Developing and implementing public / stakeholder engagement processes and activities, working in collaboration with the Communications & Engagement Department and the Change Management Stream Lead
  • Participating in steering committee meetings, and other project-related meetings
  • Supporting the procurement and contract processes, including tender documents, review of proposals / bids, and make recommendations for acceptance
  • Developing project-related reports for Council, Executive Leadership Team, Financial & Corporate Services Leadership Team, and others as required
  • Performing project wrap up / closing activities such as conducting post-project evaluations and capturing lessons learned
  • Leading multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
  • Fostering a culture of collaboration and networking amongst the project team, across the corporation and beyond
  • Ensuring team members are empowered, have the competencies, and are well equipped to perform their project roles
  • Conducting research and environmental scanning activities to identify best practices and remain current on emerging trends, information and initiatives
  • Demonstrating the ability to model the Cultural Commitments of Safe; Helpful; Accountable; Integrated, and Excellent, and inspire the same in others
  • Qualifications

  • Bachelor's Degree in Business, Project Management, or other related disciplines
  • Masters Degree would be considered an asset
  • Additional certification and / or training in financial management; public administration; government relations; project management;
  • and / or change management would be an asset

  • Minimum of ten (10) years of progressively responsible project management experience
  • Experience managing large scale, enterprise-wide technology projects
  • Knowledge of the Municipal Government Act and other related legislation, bylaws and policies Strong project management skills including an understanding of project management methods and techniques
  • Demonstrated experience leading multi-disciplinary teams
  • Proven planning, organizational and problem-solving skills
  • Experience developing and implementing public / stakeholder engagement processes
  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
  • Strong verbal and written communication skills, including facilitation, report writing and presenting
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
  • Experience managing and working with external consultants
  • Ability and willingness to delegate and empower others
