Major Responsibilities :

  • Administers, prepares, coordinates requirements and reviews designs, reports, specifications and any documentation related to construction projects and land development proposals as they relate to the City's Right-of-Way
  • Issuance of permits and processing payments
  • Conducts field surveys, investigations, and studies for a variety of proposals, programs, land development applications and projects pertaining to the City's facilities and infrastructure for completeness, accuracy and conformance to City of Toronto's standards
  • Evaluates condition of facilities and that proper traffic control procedures are in place and assesses piling and shoring applications
  • Leads projects and directs staff on projects
  • Prepares drafts of documents, specifications and agreements for the Engineers or Supervisor as required (e.g. technical reports)
  • Programs, operates and maintains a variety of mechanical, digital, analogue, wireless, computerized and other equipment and systems in performing surveys, drafting, calculations, diagnostics, repairs, studies, etc.
  • Develops, maintains and monitors programs and systems (TMMS, RACS, etc.)
  • Checks and provides progress reports on the work of contractors and developers to ensure use of safety equipment, adherence to approved designs, procedures, regulations, statutes, specifications etc.
  • Ensures equitable and safe use of the right of way and compliance with the "Complete Streets" design guidelines and other regulations as applicable
  • Liaises with Utility companies, developers, contractors, consultants, lawyers, City divisions and districts, elected officials, Ward Councillors and other stakeholders on pre-
  • construction meetings and various issues at hand.

  • May be required to troubleshoot with regard to job site problems
  • Trains and directs the work of staff
  • Performs and / or reviews research and calculations and analyzes technical data, such as reviewing database for moratorium of roads and sidewalks, Official Record of Highways, DMOG, PaveNet, etc.
  • Investigates and responds to inquiries from the public, surveyors, consultants, contractors related to construction activity on by-
  • law interpretation, location of property lines, encroachments and processes special excess loads

  • Prepares, reads and interprets technical drawings and soil reports
  • Performs design and drafting work and prepares and checks map data and products using GIS software
  • Prepares reports to Committees and Council, prepares briefing notes for the Supervisor / manager
  • Assists with the preparation of budget and tracking of expenditures by receiving and processing payments for permits and licenses
  • Key Qualifications :

    Your application must describe your qualifications as they relate to :

  • Graduate in a Civil Engineering Technologist Program from a recognized College or approved equivalent; or combination of education and experience.
  • Experience in utilizing principles of engineering technologies.
  • Experience in reading and interpreting technical drawings and plans.
  • Experience in the operation of computer programs and applicable software such as Microsoft Office, including menus and user commands, as well as various data bases such as RACS, TMMS, Hansen etc.
  • as well as the ability to train others on same.

  • Must possess a Class "G" Driver's License, or better, valid in the Province of Ontario, have use of a car, be properly insured, and be able to maintain same and qualified to receive a City Equipment Operator's Licence.
  • You must also have :

  • Knowledge of Right-of-way management Permit Processing specific to Chapter 743 and other By-laws related to the City's Rights-
  • of-Way, including but not limited to specifics such as Piling and Shoring, Tower Cranes, Excess Loads, construction hoarding, Landscaping, etc.

  • Knowledge of various legislative governing authorities (Municipal by-laws, Highway Traffic Act, Municipal Act, Occupational Health & Safety Act, City of Toronto Uniform Traffic By-
  • laws) and the regulations that apply to this work.

  • Ability to provide work direction to other staff and to organize and schedule activities of staff.
  • Ability to perform manual / computerized mathematical calculations in survey measurements, construction practices and engineering estimates.
  • Ability to answer enquiries from utilities, the public, elected officials, City divisions and districts, agencies, contractors, etc.
  • and technically converse verbally, and in writing, with engineering staff and other technical representatives.

  • Ability to travel to various work sites in a timely and efficient manner.
  • Proficiency in the operation of a personal computer and / or GIS, including menus and user commands as well as the ability to train others on same.
  • Eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) will be an asset.
