PTAG is seeking experienced Senior Nuclear Estimators to be a part of a large Nuclear Power project in Ontario. The incumbent will provide estimate preparation, oversight, reviews, validations, and benchmarking for all execution phases (engineering, procurement, and construction).

Review Estimates prepared by others.
Identification of key items and development of review plans.
Coordination and conduct of scope and COMS (constructability, operability, maintainability & safety) reviews to ensure completeness and project readiness to execute while trapping errors and omissions.
Estimate reviews, including basis (cost, schedule, risk) items, methodology, application of rates & factors, identification & quantification of primary and support work, completeness and consistency of documentation, and correctness in cost quantification.
Deep dive" reviews on sampling based on key cost drivers.
Validation and Benchmarking of estimates prepared by others.
Review estimate metrics utilizing a standard set of both summary and detailed benchmark ratios and factors.
Provide an estimate walk-throughs, briefings, and challenge.
Review all estimate documentation.
Conduct estimate briefings and walk-throughs by estimate preparer.
Assess and analyze estimate build-ups and methods.
Assess and analyze integration with schedule.
Assess constructability results (walk-downs, factors applied, and construction means and methods as a basis of the estimate).
Assess density of trades persons per estimate location and hours.
Assess allowances, assumptions and confirm validity.
Validate completeness of estimate.
Perform, as required, check estimates for objective comparisons to submissions.
Coordinate and review with risk management, contingency analyses and incorporation into estimate.
Assess estimate class achieved and assign estimate classification.
New and / or Independent Estimate preparation.
Develop estimate preparation plans.
Perform electrical / mechanical material take-offs from nuclear mechanical, electrical, and I&C drawings.
Develops productivity analysis of nuclear construction operations (to be utilized in estimates) and verifies results by manpower and crew analysis of work operations by craft.
Determine job requirements from the specifications.
Oversee and determine material, equipment and labour requirements, sequence of operations and projected timelines.
Estimate mechanical, electrical, and I&C discipline cost and supervisory cost for specific project estimates activities.
Obtains, review and justify pricing from suppliers and incorporates into estimate.
Works with other disciplines and functions (e.g., Operations staff) to collect all necessary data on scope and quantities to prepare an accurate estimate in specialty discipline areas.
Interface with the project team to get their buy-in into the estimate.
Populate the necessary estimate reports / Basis of Estimate to document cost estimate summary, assumptions, exclusions, work break down structures, rates schedules, etc.
Results of estimate preparation, oversight, reviews, validations, and benchmarking will include, but not limited to :
New and check estimate reports.
Review’s initiations (inclusive of review scope, charter, identified team) and results, comment disposition sheets and action resolution.
Validation reports indicating estimate metrics in comparison to benchmark metrics derived from OPEX and historical data, industry performance metrics and standards, or independently prepared check estimates.
Estimate classification assignments.
Basis of Estimate Reports - Program and Project.
Bachelor’s degree in a relevant engineering discipline or equivalent experience.
Ten to fifteen years of experience working within a nuclear / power plant construction or a related environment, with five years of lead estimator experience.
Prior experience in a Nuclear project environment and good knowledge of nuclear job cost fundamentals are a must.
At least 2 years' experience in supervisory position.
Strong management skills, confidentiality, and professionalism.
Strong estimating background on mechanical and electrical aspects of projects.
Good knowledge of job cost fundamentals and accounting / reporting.
Team player, self-motivated with excellent organizational skills.
Communication skills - written, verbal and listening.
