Key Accountabilities

Reporting directly to the Vice President, Human Resources and Corporate Services, this role is responsible for the design and implementation of HR processes and systems to transform the HR function at the GTAA, ensuring alignment with the strategic direction of the organization and the 5-year People Strategy.

This role will specifically focus on the design and implementation of the new Human Capital Management system (HCM), its integration with other HR and organizational systems and processes and transforming the HR service delivery model for the GTAA.

Process and System Strategy, Design, Development and Implementation

  • Bring process redesign best practices and recommendations to the HR Leadership Team and facilitate decision-making on key design decisions
  • Oversee the redesign and automation of HR processes that add value, reduce risk, and improve the employee experience at the GTAA
  • Oversee and direct the design of new and integrated HR systems that enable efficiencies, data analytics, innovative self-service solutions, and manage risk and compliance
  • Lead the strategy and process of HR data clean-up and the data migration strategy to ensure efficiency and effective implementation of the new systems
  • Oversee the change management strategy for implementation of the new HR systems
  • Oversee the implementation strategy and execution of new HR Process and Systems across the GTAA
  • Stakeholder Management / Communication

  • Develop an HR Transformation Governance Model, including an Executive level Steering Committee, HR Leadership Team Steering Committee and Working Teams
  • Build strong working relationships with business stakeholders to understand their needs, solicit input to the design of HR process and systems, provide support, ensure effective resource allocation and engagement throughout the multi-year project
  • Engage stakeholders early and often to ensure their support, engagement, and resource allocation
  • Keep key stakeholders updated and aligned on HR transformation initiatives
  • Create, manage and share the narrative about HR transformation and change
  • People Leadership

  • Provide day-to-day direction and leadership to the HR Transformation Project Team (both core team members and auxiliary project resources) and provide support to the HR team
  • Play a senior leadership role on the HR Leadership Team and for the broader HR team
  • Provide feedback and coaching for the HR Transformation project team on performance and development
  • Qualifications

  • Must possess a University Degree in Business, Human Resources or a related field or working towards an MBA. A CHRP designation is considered an asset
  • 8 years of experience managing large-scale HR and / or enterprise-level projects
  • 5 years of experience implementing HR systems in a unionized environment; full HCM implementations preferred (Ultimate, Dayforce, Success Factors, Workday, and / or Kronos experience are assets)
  • 5 years of people management or leadership experience; building high performing, highly skilled and motivated teams
  • Must be able to obtain and retain a Transportation Security Clearance
  • Knowledge, Skills and Abilities

  • 5 years of experience conducting best practices research
  • Superior, executive-level communication skills, both verbal and written, including public speaking experience and executive presentations
  • Experience implementing change management methodology for large-scale transformation initiatives
  • Advanced relationship management and stakeholder management skills
  • Superior project management skills / experience, including strong project documentation skills
  • The ability to influence change
  • Ability to effectively manage relationships with cross functional teams, customers and partners
  • Ability to manage a team of professionals and technical staff to ensure the work assigned is completed on time and within stipulated budgets;
  • effective leadership, coaching and mentoring of all team members

  • Demonstrated ability to lead, and manage multiple, competing deliverables; ability to deal with ambiguity
  • Highly motivated, adaptable and diplomatic with a demonstrated ability to thrive in a challenging, fast-paced and team-oriented / matrix environment
