As the Manager, Payroll, you will be responsible for the day-to-day operational payroll functions that produce payments for SAIT employees and production of remittances to CRA and other governing bodies.
You will work collaboratively with the Finance department to ensure the high accuracy is obtained and that our financial reporting is timely.
As a senior member of the management team, the incumbent provides support and guidance on strategic initiatives undertaken by the department, and develops a culture that is client-
focused, service-oriented and ensures best value.
As a part of the Employee Services team, the incumbent works with staff in regard to resolution of internal issues, program planning and implementation, and assists with ongoing evaluation of systems and best practices.
Leadership, communication and interpersonal relationships are a vital part of the position enabling the team to work effectively together as is up to date knowledge of legislative and policy guidelines in order to produce a timely, accurate and compliant payroll.
The Role Leadership Responsible for leading a team of Payroll Specialists; managing the staff (hiring, terminations, corrective action), setting priorities, and allocating workload Providing direct supervision, coaching, goal setting, conduct performance reviews and addresses any performance concerns with direct report staff in timely and effective manner Responsible for the creation, implementation and maintenance of the payroll business continuity plan (BCP) Ensuring Payroll Specialists are aware of and compliant with the Freedom of Information and Protection of Privacy Act of Alberta Providing ongoing training as well as creates and implements training plans for new staff Coordinates and works with other Employee Services leaders to ensure systems and procedures are meeting organizational and departmental objectives Maintaining collaborative and service focused relationship with all SAIT internal departments and outside agencies Contributing to the development of employee contracts, and evaluating tax implications Staying up to date on industry best practices, identify areas for improvement, and assist all stakeholders with implementation of improvements Investigating, assessing, and completing unique remuneration payments as required Ensuring monthly and semi-
monthly payments to SAIT employees are produced efficiently, accurately and effectively in accordance with existing policies, procedures, regulations and CRA legislation Ensuring that the integrity of HR and payroll related data is maintained by implementing policies, processes, internal controls and best practices (data governance) Ensuring compliance / audit procedures and processes are followed and changes implemented Responsible for audit management of payroll function and reviewing with external and internal auditors Coordinating implementation of new initiatives, processes and standards relating to payroll Contributing to development of policies and strategies that will enhance the delivery of services across SAIT Evaluating, developing and implementing payroll system enhancements Monitoring progress of proposed changes in legislation in order to ensure SAIT’s compliance Technical Expertise Payroll Calendar Year-
End Administration : responsible for approval of year-end documents, adjustments and preparation of all tax information slips for employees Fiscal Year-
end Administration : analysis payroll year-end anomalies and prepares adjusting entries that affect the budget and financial system Ensures Compliance with Canada Revenue Agency and Human Resources Skill Development statutory requirements, rules and regulations Timely and accurate reconciliation and disbursement of payments to Receiver General and benefit carriers Acts as Super User for the Banner System HR module (payroll system) to ensure the system meets the needs of the business Responsible for development, maintenance, documentation and implementation of sound internal controls Assists with preparation and analysis of salary and benefit information, cost comparisons and statistical information for collective bargaining Undertakes special assignments and projects as requested by senior management and other related duties as required Qualifications A minimum of 7 years pay and benefits experience and 3 years of relevant management experience in various accounting payroll functions and benefit administration.
Experience in leading business process change including change management skills and experience in implementing business process change.
Extensive knowledge of payroll legislation, regulations, agreements, policies, procedures, guidelines and benefit programs and pension plans.
Expert user of complex computer software applications (Banner is an asset), financial Systems, data warehousing and business intelligence tools.
Required Certification Payroll Compliance Practitioner (PCP) and Certified Payroll Manager (CPM). Preference will be given to those with an accounting designation (CPA).
